New regulations on teachers' summer vacation
The Ministry of Education and Training issued Circular 05/2025/TT-BGDDT, effective from April 22, 2025, replacing Circular 28 2009, regulating the working regime of general education teachers and university residents. The Circular supplements regulations on annual leave for principals and vice principals, allowing flexibility but must report to management agencies to ensure school operations.

The Circular also adjusts regulations on maternity leave, ensuring that female teachers have a total of days off equal to annual leave according to the Labor Code if maternity leave coincides with summer leave. Currently, teachers have 8 weeks of summer vacation according to Decree 84/2020, but in emergency cases such as natural disasters and epidemics, the Minister of Education and Training has the right to adjust the leave time.
In addition, principals and deputy principals have a total working time of 42 weeks/year, including 37 weeks of teaching, 3 weeks of training to improve qualifications, and 2 weeks of preparation and year-end summary. See more...
Aiming for active, compelling extra teaching and learning
The Ministry of Education and Training affirmed that Circular 29 does not prohibit extra teaching and learning but requires compliance with regulations. After the circular took effect from February 14, 2025, many Math teachers such as Ms. Hang Nga (Thanh Hoa province) have proactively stopped teaching extra classes, learned about regulations and completed business registration procedures to continue teaching legally. This situation occurs across the country, with thousands of teachers in Ha Tinh, Tuyen Quang, Bac Giang registering for personal business or opening extra-curricular centers.
The implementation of Circular 29 has received the consensus of many teachers, including Ms. Truong Thi Thu Hien (Quang Tri), who believes that the regulation helps strengthen the honor of teachers and limit negativity in extra teaching and learning. The Ministry of Education and Training also actively inspects, supervises, and resolves problems in localities such as Bac Giang, Hai Phong, Quang Tri, and Hanoi.
Deputy Minister Pham Ngoc Thuong emphasized that tutoring is a real need but must be strictly managed in the spirit of "5 no's" (no commitment, no transformation...) and "4 promotion" (enhancing the role of management, teacher spirit, student self-awareness, school - family - social relationship). Hai Phong announces the list of students directly admitted to grade 10 high school
The Hai Phong City People's Committee has approved the 10th grade high school enrollment plan for the 2025-2026 school year. Direct admission area 1 includes students from ethnic boarding schools at the junior high school level, ethnic minority students with very few people and students with disabilities. These students are only allowed to register for admission to public high schools that are suitable for their living conditions.

Direct admission scope 2 includes students who won prizes in national and international competitions from the 2021-2022 school year to the end of 2024-2025, if they have sufficient documents before May 19, 2025. The competitions that are directly admitted include "Youth studying and following the moral example of Ho Chi Minh", "UPU International Letter", sports tournaments, chess, Phu Dong Sports Festival and national Science and Technology competition.
