Evaluate regulations on extra teaching and learning to adjust if not suitable
Continuing the 43rd Session, on the morning of March 10, the National Assembly Standing Committee reviewed the National Assembly's Report on People's Aspirations for February 2025.
Reporting at the meeting, Chairman of the National Assembly's Committee for Petition and Supervision Duong Thanh Binh said that voters and people believe and expect the strong instructions of the Party Central Committee, directly General Secretary To Lam, of the National Assembly and the Government on the implementation of the policy of innovation and streamlining the apparatus of the political system to operate effectively; on the policy of exempting all tuition fees for students from preschool to public high school nationwide of the Politburo.

Voters and people highly appreciate the Prime Minister's issuance of a Decision assigning targets for completing social housing in 2025 and the following years until 2030 and expect that in the coming time, the development of social housing will achieve expected results, promote the development of real estate projects, and meet the housing needs of the people.
However, voters and people continue to worry about the increasing crime rate among minors; the situation of students violating road traffic laws; the work of drug prevention and control is still inadequate; air pollution still occurs in big cities with a high risk of not affecting people's health.
Fraud in cyberspace is increasingly sophisticated, causing serious consequences; the complicated situation of the A flu epidemic and the situation of people hoarding Tami flu drugs for treatment leading to scarcity and price increases in the market; about the implementation of regulations on extra teaching and learning; about a significant number of students who have not met job requirements when graduating; some lecturers do not have enough hours to teach, their teaching style is not serious, and need to be addressed by authorities in the coming time.
On that basis, the Committee for Petition and Supervision recommends that the National Assembly Standing Committee recommend that the Government and the Prime Minister pay attention to directing the Ministry of Public Security to strengthen the fight against and prevention of crimes against minors and have solutions to overcome the crime of minors; effectively prevent drugs from entering schools; closely coordinate with competent authorities to strengthen propaganda work, strictly handle cases of students driving motorbikes while underage, and at the same time punish even vehicle owners who hand over motorbikes to underage people.
The Ministry of Education and Training strengthens inspection, supervision and assessment of the work of educating ethics, culture and lifestyle for current students; inspects and assesses the teaching of lecturers at universities; inspects and assesses the implementation of regulations on extra teaching and learning to adjust if not suitable.
Teachers are not allowed to create exam questions that are too difficult, forcing students to take extra classes
Regarding the regulation prohibiting extra teaching and learning, discussing at the meeting, Chairman of the National Assembly's Delegation Work Committee Nguyen Thanh Hai said that this regulation has returned the true value to the transmission and teaching of basic knowledge in class, teachers are responsible for teaching so that the majority of students must achieve good results or better through exams.
"Of course, good students, or students with weak abilities, can study more and receive training according to regulations. This is the responsibility of teachers training students to meet standards and the responsibility to create problems that are not too difficult or solve problems, and that they have to go to extra classes to do so" - Ms. Nguyen Thanh Hai said.
Ms. Hai also expressed concern about the fact that most students in a class are excellent students, and nearly 100% of ethics are good.
"Before, when we were in school, there were still students in the class with advanced, good, average abilities... Many of my friends, maybe in the past, had good behavior, were advanced students, now they are very successful, have high positions, and have made good contributions to society. Therefore, we must review, the rate of excellent students and good ethics is very high as it is now, is that commensurate?" - Ms. Hai raised the issue.
