61 teachers and contract staff in Vinh City have not received their salaries for 2 months
The People's Committee of Vinh City has just continued to request the State Treasury of Region X to allow payment of salaries and salary contributions to 61 teachers and contract staff, including 27 people working at secondary schools in Cua Lo Town (old). This teaching force has been approved in the plan to assign staff, personnel and estimates for 2025 according to Decision 3720/QD-UBND, with payment funds guaranteed by Vinh City.

However, the disbursement is still suspended due to the lack of consensus on the understanding and application of Decree 111/2022/ND-CP between Vinh City and the State Treasury, causing 61 employees to have their salaries, allowances and insurance payments delayed for 2 months, affecting their lives and psychology. Previously, Vinh City had repeatedly reported and asked for guidance from the Nghe An Provincial Party Committee and People's Committee.
Vinh City affirmed that the slow implementation of decisions to stabilize social psychology in the transition period after the merger. At the same time, the city continues to propose the State Treasury of Region X to allow disbursement on schedule to protect the rights of workers and stabilize the local educational activities. Teachers and students in a mountainous commune face difficulties due to overlapping new rural standard documents
On May 23, Ms. Y Ngoc - Vice Chairman of Kon Tum Provincial People's Committee directed relevant departments and branches to review and resolve recommendations of teachers and staff in Dak Glei district regarding the delay in paying policies. From January 2022 to present, many teachers in Dak Kettel commune have not yet received the benefits despite having sent petitions many times.

The reason stems from the overlap between documents: Kon Tum Provincial People's Committee recognizes Dak Kettel commune as meeting new rural standards (Decision 696), leading to stopping enjoying preferential policies, while the Ethnic Committee has determined that 6/6 villages of this commune are still in a particularly difficult situation for the period 2021-2025 (Decision 612). This makes the locality confused in applying the policy.
The Vice Chairman of Kon Tum province said that there will be an official response in May 2025, based on instructions from central ministries and branches, to ensure the rights of teachers and students in disadvantaged areas. See more...
