On May 23, Ms. Y Ngoc - Vice Chairman of Kon Tum Provincial People's Committee - issued a document directing the Department of Finance to preside over and coordinate with the Department of Ethnic Minorities and Religions and the Department of Home Affairs to review and resolve recommendations from cadres, civil servants and teachers in Dak Glei district.
Previously, many teachers in Dak Roong commune, Dak Glei district reported that although the time of merging districts and provinces is approaching, the policies and regimes for teachers and students in particularly disadvantaged villages have not been implemented.
From January 2022 to present, many teachers and schools have not been paid the regime, although they have sent many petitions to the authorities, but have not yet received clear feedback.
According to the representative of the Dak Glei District People's Committee, before 2021, Dak Kettel commune was on the list of particularly disadvantaged communes according to Decision No. 861/QD-TTg issued by the Prime Minister on June 4, 2021. However, on December 31, 2021, the People's Committee of Kon Tum province issued Decision No. 696/QD-UBND recognizing Dak Kroong commune as meeting the New Rural standards.
According to regulations, when the commune is recognized as meeting the New Rural standards, policies for cadres, teachers and students in communes in region III (such as communes with over 60% of poor households being ethnic minorities; 20% or more of the population being ethnic minorities aged 15'60 who do not know how to read and write common languages...) will be stopped from the time the decision takes effect.
However, Decision No. 612/QD-UBDT dated September 16, 2021 of the Ethnic Committee confirmed that all 6/6 villages of Dak Kettel commune are considered to be extremely disadvantaged villages in the period of 2021-2025.
Due to the overlapping regulations between these documents, the Dak Glei District People's Committee is confused, it is unclear whether the above subjects will continue to enjoy preferential policies or not.
Vice Chairwoman of Kon Tum Provincial People's Committee, Ms. Y Ngoc, said that in May 2025, the province will have an official response to teachers and students in mountainous areas regarding whether they will continue to enjoy the regimes, on the basis of complying with regulations and instructions from central ministries and branches.
