Proposal to abolish ceiling quotas, no longer the situation of teachers waiting for promotion
The Ministry of Education and Training is seeking opinions on the draft Decree guiding the Law on Teachers, which proposes to unify the system of teacher titles in a simple and synchronous direction from preschool to university. According to the draft, teacher titles will be determined according to levels such as teachers, principals, senior teachers (and corresponding to vocational education, university), instead of the current classification method I, II, III, in order to be closer to qualifications, capacity and career development roadmap.

The new point that is most concerned is the proposal to remove the control of the rate in considering teacher promotion. Instead of applying a rigid ceiling as it is now (maximum 10% grade I, 50% grade II), promotion will be based on the job position, actual needs and approved position structure of each educational institution. This approach aims to overcome the situation where teachers meet the standards but are still not promoted due to "out of quota".
According to the draft, teachers who meet the conditions for qualities, capacity, task assessment results and meet professional standards can register for promotion when educational institutions have a need. Promotion consideration is organized according to the principles of publicity, transparency, equality, associated with the specific human resource use projects of each unit. Many teachers and contract employees in Nghe An are still worried about salary delays and contract terminations.
Stepping into 2026, many teachers and contract employees in Nghe An still face the worry of salary delays, even contract terminations. The whole province currently has 63 teachers and 148 contract employees signed by districts (old) or schools, many of whom have worked for more than 20 years but only receive low salaries, mainly equivalent to grade 1 or about 85% of this level.

Some communes and wards have proactively allocated sources to continue paying contract salaries in 2026, but many other localities have not identified funding or only ensure it until the end of 2025. Even in some communes of Nam Dan (old), contract teachers and employees have not yet received salaries in November and December 2025, making life and psychology of workers more unstable.
Faced with the above situation, the Nghe An Department of Education and Training said that it is coordinating with the Department of Home Affairs and the Department of Finance to review contract needs according to Decree 111/2022/ND-CP, advising the Provincial People's Committee to submit to the Provincial People's Council for decision on the quantity and funding for payment in the coming time, in order to remove difficulties and stabilize the team of teachers and school staff. Request to rectify the principal who announced the temporary suspension of semi-boarding in Gia Lai
The Department of Education and Training of Gia Lai province has proposed to Pleiku Ward People's Committee to rectify and direct the Principal of Nguyen Van Troi Elementary School after the school issued a notice to temporarily suspend semi-boarding activities, causing concern for parents. Previously, the Department had a document guiding the implementation of Resolution 37/2025/NQ-HDND of the Provincial People's Council on collections and expenditures of services to support educational activities, including content related to semi-boarding.
However, on December 31, 2025, the Principal of Nguyen Van Troi Elementary School announced the temporary suspension of boarding from January 5, 2026, with the reason that Resolution 37 has not specifically stipulated the source of payment for boarding staff in 2026.
