Teachers anxiously waiting to receive bonus money for grassroots emulation soldiers
Although the first semester of the 2025-2026 school year is about to end, many teachers of Van Hoa Secondary School (Yen Bai commune, Hanoi) have not yet received bonuses for the title of Grassroots Emulation Soldier of the 2024-2025 school year. Each teacher is recognized according to regulations, but so far has not been paid the bonus of 2.34 million VND/person.
According to the reflection, the school said it has not received funding from the Ba Vi District (old) People's Committee according to Decision No. 4201. The Culture and Social Department of Yen Bai Commune People's Committee then informed that it had asked for the opinion of the Department of Finance on the source of funding and would guide the school, but after more than a month, teachers have not yet received the results or specific payment time.
The Department of Culture and Social Affairs said that it has compiled a list of 305 individuals commended and reported to relevant agencies to request directions for resolving funding sources before July 1, 2025. Parents complain that the school collects 200,000 VND for the anniversary of its establishment.
Parents of Nguyen Trai High School - Ba Dinh (Hanoi) reflected on being subjected to a contribution level of 200,000 VND/student to support the 80th anniversary of the school's establishment, along with many other fees such as purchasing classroom equipment, cleaning, machinery maintenance, 20/10 ceremony expenses... with a large total amount of money. Parents said that this is a situation of over-collection and improper spending and requested functional agencies to intervene and refund the wrongly collected fees.
According to reports from Nguyen Trai High School and the Planning - Finance Department (Hanoi Department of Education and Training), the school affirmed that it did not issue a policy to collect fees outside regulations, did not set collection levels or assign targets to parents; the reflected amounts are not in the financial plan, are not mandatory collections and are not organized by the school. Monthly living allowance for pedagogical students in 2026
According to Decree 116/2020/ND-CP, students studying pedagogy are fully supported by the State for tuition fees and living expenses of 3.63 million VND/month during their study at the school. The support time is calculated based on the actual number of months of study but not exceeding 10 months for each academic year; for the credit system, the support level is converted appropriately but the total cost of the whole course does not exceed regulations.
Provincial People's Committees are responsible for allocating budgets in a timely manner to pay tuition and living expenses for pedagogical students; publicize training needs, order teacher training institutions, organize postgraduate recruitment and inspect and supervise the implementation of policies.
