Ministry of Education announces 6 adjustments in the 2026 high school graduation exam regulations
The Ministry of Education and Training has just issued Circular 13/2026/TT-BGDDT amending and supplementing a number of articles of the High School Graduation Exam Regulations. Accordingly, the 2026 High School Graduation Exam basically remains stable as in 2025, with the format and structure of the exam questions announced from 2024 and applied stably for the period 2025-2026.

The new Circular adjusts a number of regulations to be consistent with the 2-level local government model, the arrangement of administrative units and the organization of inspections. Among them, the most prominent is the amendment of regulations on inspection and examination; adjusting the exam organization process; integrating exam notification papers and exam cards into a type of "Exam notification paper", and at the same time combining the Temporary Graduation Certificate and the Exam Result Certificate into a type of exam result certificate.
In addition, the circular also shortens the time to receive applications for re-examination, adjusts the re-examination grading process to improve quality, updates priority areas to be appropriate and strengthens the application of information technology in management and data transfer of exams. More than 42,000 overtime teaching hours in Muong Lat have not been paid
Thanh Hoa province has directed departments, branches and localities to urgently review and allocate funds to pay overtime teaching fees to teachers in communes of Muong Lat district (old). This direction was issued after the situation appeared that many teachers in mountainous and border areas have not been paid overtime teaching fees in recent school years.

According to the Thanh Hoa Department of Education and Training, in the second semester of the 2023-2024 school year and the 2024-2025 school year, teachers at schools in this area generated more than 42,000 overtime teaching periods in many communes such as Pu Nhi, Trung Ly, Quang Chieu, Muong Ly, Tam Chung... However, the education career budget in the 2024-2025 period has not allocated funds for payment, while after implementing the two-level local government model from July 1, 2025, communes face difficulties in balancing funding sources.

Collecting 15,000 VND/time for extra classes, former principal in Hanoi to be tried soon
On March 24, the People's Court of Region I - Hanoi will open a trial for the case related to collecting extra tuition fees at Ba Dinh Secondary School. According to the indictment of the People's Procuracy of Region 1 - Hanoi, in the 2013-2014 school year, the school collected extra tuition fees from students in grades 7, 8, 9 with a common level of 15,000 VND/time, total amount of more than 2.16 billion VND.

The prosecuting agency believes that the application of a common collection level has exceeded the framework regulations according to Decision 22/2013/QD-UBND of the city, leading to the collection amount exceeding 1.09 billion VND compared to the maximum allowed level. On that basis, former principal Nguyen Thi Binh and accountant Pham Thi Minh Nguyet were prosecuted for the crime of "Abusing positions and powers while performing official duties" under the Penal Code, with a penalty frame of 10-15 years in prison.
However, the case also received many different opinions from teachers and parents. Some parents and teachers said that the collection of extra tuition fees at that time was discussed, agreed publicly and there was consensus, no complaints.
