The Ministry of Education answers the standards for the capacity of teachers who teach extra classes outside
Ms. Tran Thu Huong (Ninh Binh) questioned Circular 29/2024/TT-BGDDT, related to the capacity standards for tutors, especially in the case of non-pedagogical studies. The Ministry of Education and Training replied that extra-curricular teachers do not have to meet specific legal standards on expertise, but must still have the appropriate qualifications to ensure teaching quality.
At the National Assembly session, many delegates also expressed their opinions on Circular 29, saying that the regulation that teachers are not allowed to teach their own students is not suitable for the reality and wishes of parents. Delegate Dang Bich Ngoc (Hoa Binh) was concerned that this could lead to a situation of "circumventing the law" and making it difficult for management.
Minister Nguyen Kim Son affirmed that the Circular does not completely prohibit extra teaching, only limiting some acts to ensure fairness, transparency and avoid conflicts of interest. See more...
