Ho Chi Minh City Department of Education and Training solicits opinions on school arrangement
On December 12, the Department of Education and Training of Ho Chi Minh City organized a public consultation on the draft Project on the arrangement of public service units in the education sector. Currently, the whole sector has 279 units under the City People's Committee and the Department of Education and Training. The project aims to review and rearrange the network of schools and centers according to the requirements of streamlining and suitability to reality.

The draft proposes to keep 198 public service units under the Department of Education and Training and 1,930 units under the People's Committees at the commune level; the new school will be established according to demand. With the continuing education system, the plan is to convert and arrange 41 units into 37 vocational secondary schools, a reduction of 4 units compared to the present.
At the university and college levels, the city will keep the two existing universities and merge Ba Ria - Vung Tau Pedagogical College into Saigon University. At the same time, keep 6 colleges and arrange 13 colleges and 17 secondary schools. After the arrangement, the entire industry still has 256 public service units, including 236 units under the Department of Education and Training and 3 universities, 17 colleges under the City People's Committee. New school construction is too slow, children in Khanh Hoa have to study in dilapidated classrooms
The two facilities of Dien An Kindergarten (Dien Khanh Commune, Khanh Hoa) have both seriously degraded despite being newly repaired, especially the An Ninh Village facility, which is often leaky, has peeling walls and lacks toilets inside. The rainy season has further increased the risk of unsafety, causing teachers and parents to worry when hundreds of children still have to study in temporary conditions.
The new school was built right next to the old facility with a plan to be completed in August 2025, but since the start of construction, the contractor has been continuously delayed, and has been almost unconstructed for nearly a month now. Although it only reached 63% of the volume, the project continued to stagnate, causing the desire to transfer 78 children from the An Ninh campus to the new school to fall into a deadlock.

The commune government has met and extended the contractor until December 31, 2025 to complete the project, but in reality, the construction site is lacking labor, causing the progress to almost "frozen". The consulting committee confirmed that the project will certainly not be completed in 2025 and requested the contractor to urgently construct to avoid extending to 2026, ensuring the rights and safety of children. After the direction of Quang Ngai province, many lecturers have not yet been paid their unpaid salaries
Dozens of lecturers at Vietnam - Korea - Quang Ngai College have been owed salaries for 3 consecutive months (10, 11, 12, 2025) and overtime teaching fees for many years, totaling more than 7 billion VND. The delay in payment makes them have difficulty in life, having to borrow to cover living expenses, and at the same time creates psychological pressure, affecting the quality of teaching.

The principal said that the school is developing a plan to adjust the autonomy level from 100% to a lower level to receive funding support from the State. It is expected that in the coming months, the unpaid salaries will be paid in turn, but the tuition fee for overtime for many years is not supported by the budget. The long-standing 100% autonomy has caused a serious shortage of the school's financial resources.
Although the Chairman of the Provincial People's Committee has directed the school to review its finances and prioritize salary payment since August 2025, many lecturers have not yet been paid. The province assigned the Department of Finance and related units to support and guide the school to rebuild an autonomy plan; after being approved, it will consider balancing additional resources for the school according to regulations.
