Conditions for teachers to be classified as having excellently completed their tasks
Article 12 of Decree 90/2020/ND-CP on assessment and classification of the quality of cadres, civil servants and public employees stipulates the criteria for classifying the quality of civil servants at the level of excellent completion of tasks as follows:
"1. Officials who do not hold a management position and do not meet all of the following criteria will be classified as having excellently completed their tasks:
a) Comply well with the provisions in Clause 1, Clause 2, Clause 3 and Clause 4, Article 3 of this Decree;
b) Complete 100% of tasks according to signed work contracts, according to the set plan or according to specific assigned tasks to ensure progress, quality, and high efficiency, of which at least 50% of tasks are completed beyond the level.

According to the above regulations, for teachers who do not hold a management position, to be evaluated and classified as having excellently completed their tasks, the following criteria must be ensured:
- Implement well the general criteria on politics, ideology, ethics, lifestyle, working style, and sense of organization and discipline.
- Complete 100% of tasks according to signed work contracts, according to set plans or according to specific assigned tasks to ensure progress, quality, and high efficiency, of which at least 50% of tasks are completed beyond the level.
What are the rights of teachers who are assessed as having excellently completed their tasks?
The assessment of teachers at the end of the school year is an important task, and is rewarded by the emulation council according to current regulations. The fact that teachers are assessed as having excellently completed their tasks is a proud thing, an example for students and colleagues to follow.
In addition, according to current regulations, teachers are assessed to have excellently completed their tasks with many benefits.
From the 2023 - 2024 school year, training institutions will apply new regulations on considering the title of emulation fighter in Article 23 of the Law on Emulation and Commendation No. 06/2022/QH15. Accordingly, teachers are not required to have an initiative but can replace it with a scientific topic or evaluate the excellent completion of tasks.
Along with that, high school teachers grade II are assessed for excellent completion of their tasks as the basis for considering promotion to grade I.
This has been stipulated in Circular No. 13/2024/TT-BGDDT stipulating standards and conditions for considering promotion of professional titles of preschool teachers, public primary schools and university reserve teachers as follows:
"High school teachers are eligible to register to be considered for promotion to the professional title of high school teacher grade I (code V.07.05.13) when meeting the following standards and conditions (accounting for example):
During the period of holding the professional title of high school teacher grade II and equivalent, having 5 consecutive years of work before the year of consideration for promotion to a professional title is classified as having good quality at the level of completing tasks well or better, of which at least 2 years are classified as having good quality at the level of completing tasks excellently...".
In addition, teachers are considered to have excellently completed their tasks as one of the conditions for considering the Third Class Labor Medal, according to the provisions of Article 44 of the Law on Emulation, Commendation, etc.
