Ms. Nguyen Kim Tieu is a middle school teacher, internship period June 2023-June 2024. During her internship, Ms. Kim Tieu was assigned additional clerical duties, concurrently working 3 periods/week as a clerical assistant, and did not receive any other allowances.
Mrs. Tieu asked, is that right?
The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The duties of secondary school teachers (including trainee teachers) are carried out according to the regulations of secondary schools, high schools and multi-level general schools. Accordingly, in addition to the prescribed duties, teachers perform other duties assigned by the principal.
Therefore, the assignment of Ms. Nguyen Kim Tieu to concurrently hold clerical duties is under the authority of the principal and is entitled to a reduction in teaching hours as prescribed in Clause 4, Article 8 of Circular No. 28/2009/TT-BGDDT.
Article 8 of Circular No. 28/2009/TT-BGDDT stipulates the regime of reducing teaching hours for teachers who concurrently hold professional jobs as follows:
Homeroom teachers at primary level will have 3 periods reduced per week, at middle school and high school levels will have 4 periods reduced per week.
Homeroom teachers in middle and high schools for ethnic minorities will have 4 periods reduced per week. Homeroom teachers in specialized schools and semi-boarding schools will have 4 periods reduced per week. Homeroom teachers in schools and classes for the disabled will have 3 periods reduced per week.
Teachers who are also in charge of subject classrooms get 3 periods/subject/week reduced.
Teachers who are also in charge of the school's cultural and physical education work, the school garden, the school workshop, the equipment room, and the library (if there are no specialized staff for these tasks) will have 2-3 periods/week reduced depending on the workload and as decided by the principal.
Department heads get 3 periods/week reduced.
