On February 25, the Hanoi People's Council passed a resolution on funding support for implementing the bonus regime under Decree 73 for public schools that pilot autonomy or are selected to pilot service orders.
Accordingly, Hanoi will spend nearly 255 billion VND to provide teachers with bonuses according to this decree, which is the latest in the country.
The amount is equivalent to 10% of the total salary fund for the 2024-2025 school year of more than 380 autonomous high schools or selected to pilot service orders.
Sharing with Lao Dong Newspaper reporters, many teachers said they were very excited because it was the first time they had this prize.
Ms. Bui Thi Viet Anh (teacher at Yen Lang High School, Me Linh) said that in reality, public school teachers do not have a 13th month salary or Tet bonus. Based on the annual operating budget savings, schools will divide them among teachers.
With an expected bonus of 4-7 million VND, Ms. Viet Anh said this was the first time in her career that she had received such a large bonus.
"The amount is not large but we feel very encouraged. This will be a great motivation for teachers to strive and actively carry out their tasks" - Ms. Viet Anh said.

The joy is also the feeling of Ms. Ho Thi Xuan Thu (a teacher teaching at high school, primary school, junior high school, Khuong Ha high school, Thanh Xuan district) after hearing that the city had approved spending nearly 255 billion VND to teachers.
In 28 years in the profession, Ms. Thu said she has never received a reward of up to several million VND.
"This is truly a great and meaningful gift for many teachers in the capital. It is not clear how much specifically they received, but the brothers were very excited" - Ms. Thu said and hoped that the city would soon deploy to the school so that the school could have a plan to pay the rewards to the brothers, so the joy would be more complete.
The principal of a high school in Hanoi's suburbs said that he has announced a plan to divide bonuses according to Decree 73 and additional income according to the city's resolution.
Accordingly, the school evaluates teachers by monthly scores. The average score per month is compiled to be classified by quarter, semester or year.
"Based on internal spending regulations and assessment and classification criteria, the school divides the reward coefficient into 1, 2 and 2.5 respectively, multiplied by the basic salary" - the principal said.
According to the principal, because Decree 73 takes effect from July 1, 2024, the bonus fund is calculated at 10% of teachers' salaries in the last 6 months of the year. In 2025, the bonus fund will double, because the Decree has been fully implemented for one year, meaning that the bonus for teachers will also increase.
Decree 73 dated the end of June 2024 of the Government stipulates bonuses for soldiers, civil servants and public employees, requiring payment before January 31. While most localities have paid before Tet, thousands of teachers in Hanoi cannot because the school is "self-sufficient".
In fact, these schools are only "assigned the task" of collecting tuition fees, then the superiors deduct them when allocating the budget. They are not allowed to use tuition fees to pay teachers' salaries and operate activities like autonomous units in other fields.
Assessing that this is only a change in the form of budget allocation, localities and the Department of Education and Training have proposed that the People's Committee consider and ensure the rights of teachers.
According to the People's Committee, the city's compensation for bonuses under Decree 73 for teachers is "necessary", contributing to encouraging and motivating schools and teachers.
