Ho Chi Minh City takes the lead in treatment policies, teachers' income increases sharply
Ho Chi Minh City is one of the few localities that have proactively implemented the policy of paying additional income to cadres, civil servants, and public employees - including teachers - to ensure their lives, encourage dedication and attract talent to the public sector.
According to Resolution 27/2025/NQ-HDND issued on August 28, 2025, the maximum level of additional income for civil servants in Ho Chi Minh City is 1.8 times the salary scale, rank, and position.
With this spending level, the additional income of teachers at all levels in Ho Chi Minh City has increased significantly. Grade III preschool teachers who have completed their tasks excellently can receive from 8.85 million VND/month (level 1, coefficient 2.1) to 20.5 million VND/month (level 10, coefficient 4.89).
Grade II primary, secondary and high school teachers who have completed their tasks excellently will receive 16.8 - 26.87 million VND/month.
For Grade I teachers, the additional income can reach 18.5 - 28.5 million VND/month, depending on the salary level.
This policy will start implementing from July 1, 2025 and last until the end of the pilot period of Resolution 98/2023/QH15, paid quarterly (3 months/time).
This is a very meaningful treatment policy, helping teachers in particular and the team of civil servants and public employees in Ho Chi Minh City in general stabilize their lives.
Hanoi teachers are still out of the picture
Contrary to the joy of teachers in Ho Chi Minh City, in Hanoi, more than 9,000 public teachers have not yet enjoyed the additional income policy even though they are all civil servants receiving salaries from the budget.
According to Resolution 46 of the Hanoi People's Council, the beneficiaries of additional income are cadres, civil servants, and public employees at public service units whose regular expenditures are fully guaranteed by the budget. However, the teaching staff at public educational institutions - even though they are also in the group guaranteed by the budget for 100% of regular expenditures - are excluded from the beneficiary.
Many teachers think that the policy is unfair, because they are both city officials and receive salaries from the budget, but teachers - the force directly performing the task of educating children in the capital - do not enjoy the corresponding benefits.
A primary school teacher in Thanh Xuan shared: Our teachers are also civil servants, also work according to regulations, and also complete tasks like many other majors, but are excluded from the list of additional income. That makes many people discouraged, especially in the context of increasingly high living costs in Hanoi".
It is necessary to soon amend and include Hanoi teachers in the beneficiary list
Education is always a field identified by the Party and the State as the top national policy, in which the teaching staff is the deciding factor of quality. Ensuring the lives and income of teachers is not only a social policy issue, but also a key factor to improve the quality of future human resources.
From the reality of Ho Chi Minh City, it can be seen that Hanoi's additional income spending is completely feasible, in accordance with local budget conditions. With the position of the capital, the political, cultural and educational center of the whole country, it is necessary to pioneer in caring for and taking care of the lives of teachers.
Sharing with Lao Dong, Mr. Nguyen Van Duong - Phu Xuyen A High School, Phu Xuyen District, Hanoi - said that in recent days, he and the teaching staff of the capital have been looking forward to the city's leaders considering including the teaching staff in the group of beneficiaries of the additional income policy. This is both fair and in line with the spirit of Resolution 71-NQ/TW of the Politburo, demonstrating the concern and care for the lives of teachers - the force that plays a decisive role in the success or failure of educational innovation.
