On the morning of April 23, Khanh Hoa Provincial People's Committee held a press conference on the socio-economic situation in the first quarter of 2026. At the meeting, functional agencies responded to opinions related to the appraisal of dossiers submitted for commendation at schools in the area.
According to the Department of Home Affairs, from July 2025, the unit has issued guidelines on a number of contents on emulation and commendation work, focusing on dossiers requesting commendation for agencies, units, and localities to study and apply.
The contents to be listed are also clearly annotated according to regulations.
A month later, the Department of Home Affairs continued to guide the consideration of commendation for the 2024–2025 academic year for the Education and Training sector, and at the same time guided the organization of the Conference of typical advanced examples.
The guidance content includes conditions and standards for considering awarding emulation titles and forms of commendation.
Notably, for the title "Provincial Emulation Soldier", the Emulation and Commendation Council must organize a vote, reaching 90% or more of the votes to be eligible to propose to the Provincial People's Committee for commendation.
The assessment of the scope of influence and effectiveness of the initiative is also identified as an important basis in considering awarding the title.
Through reviewing the dossiers of proposals for commendation for the 2024–2025 school year, the Department of Home Affairs said that many shortcomings have been recorded.
For submissions from communes and wards, most are not in accordance with regulations, lack legal basis or do not have content commitments that have been reviewed and ensured standards.
Regarding achievement reports, most dossiers only state the achieved results without clarifying the process of task implementation according to assigned functions and tasks, as well as the reasons for achieving those results.
In some cases, unit leaders such as principals, vice principals, and team leaders only mention collective achievements but do not clearly show their roles and personal contributions.
In addition, there are cases where officials hold many positions such as secretary of the Party cell, head of professional group or chairman of the trade union, but in their personal reports, they do not fully show the tasks and results of implementation according to each position.
For dossiers that meet the conditions and standards, the Department of Home Affairs has advised the Provincial People's Committee to commend them according to regulations.
Conversely, dossiers that do not meet the components, standards or lack evidence have been notified of the appraisal results and required to be completed according to Official Dispatch No. 685/SNV-TĐKT.
According to the Department of Home Affairs, the number of dossiers requesting commendation at each unit is quite large, averaging from 3–5 collectives and 7–10 individuals, especially in some places requesting up to 13 collectives and 33 individuals.
Meanwhile, each dossier has different contents that need to be supplemented and completed, so general guidance according to documents is necessary.
However, in reality, in localities after mergers and consolidations, there have been many changes in personnel.
Many officials and civil servants who have just been assigned to be in charge of emulation and commendation work do not have a solid grasp of procedures and regulations, while having to concurrently perform many tasks, leading to confusion in preparing dossiers.
Faced with this situation, the Department of Home Affairs said that it has directed specialized departments to receive feedback, advise on issuing solutions to obstacles, and provide specific guidance for each case where dossiers are not guaranteed, along with clear legal bases for localities to easily apply.
