On February 12, news from the Department of Education and Training of Ha Tinh province said that the Department has drafted a document guiding the implementation of Circular 29 dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning.
On January 24, 2025, the Department of Education and Training of Ha Tinh province issued a document requesting to post the draft document on the Ha Tinh province electronic information portal for agencies, organizations and individuals to comment. The time to post the draft for comments is from January 24 to February 24.
Also according to the staff of the Department of Education and Training of Ha Tinh province, up to this point, the People's Committee of Ha Tinh province has not signed and issued instructions for implementing Circular 29 on extra teaching and learning in the area.
According to the draft document guiding the implementation of extra teaching and learning of Ha Tinh province, the People's Committee at the district level is assigned to manage extra teaching and learning activities in the area according to regulations.
Guide and inspect extra teaching and learning activities in the area to detect violations, promptly handle or recommend to competent authorities for handling.
Direct the People's Committees of communes, wards and towns to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.
For the Principal, he/she is responsible for the accountability of the head for extra teaching and learning activities under the management authority of the school; periodically or suddenly when requested, report the results of implementing extra teaching and learning management according to regulations.
Regarding inspection and examination activities, the Department of Education and Training presides over and coordinates with departments, branches, and district-level People's Committees in guiding and organizing inspection and examination of extra teaching and learning activities in the province.
Regarding handling violations, educational institutions, tutoring facilities, organizations and individuals violating regulations on tutoring and learning, depending on the nature and severity of the violation, will be handled according to current regulations of law.
Heads of agencies, organizations and units whose cadres, civil servants and public employees violate regulations on extra teaching and learning, depending on the nature and severity of the violation, shall be handled according to regulations.
Heads of units are responsible for criticizing, reminding, and promptly disciplining cadres, civil servants, public employees, and workers under their management when there are violations of regulations on extra teaching and learning.
