The Minister of Education and Training (MOET) has just issued Official Dispatch No. 838/CD-BGDDT to the Chairmen of the People's Committees of provinces and centrally run cities on proactively responding to natural disasters during the 2025 High School Graduation Exam.
According to the National Center for Hydro-Meteorological Forecasting, during the 2025 High School Graduation Exam, the Northern region is forecast to have intermittent sunshine, scattered showers and thunderstorms in the evening; the Central region is sunny, some places have hot sunshine, showers and thunderstorms in the evening; the Central Highlands and the South are sunny, scattered showers and thunderstorms in the evening.These developments pose many risks, which can directly affect the preparation and organization of the 2025 exam.
To proactively respond to floods, minimize damage to people and property, and ensure the organization of the exam is safe and serious, the Minister of Education and Training requested the Provincial Steering Committee for the 2025 exam to direct relevant units to proactively monitor and update weather information; regularly closely monitor the developments of floods, thunderstorms, storms and other extreme weather patterns from the hydrometeorological forecasts of the National Center for Hydro-Meteorological Forecasting and local authorities.
At the same time, maintain regular contact with the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue at all levels, functional agencies, and local rescue forces to promptly respond in case of incidents.
Localities review, develop and implement safety assurance plans for the exam with the motto of 4 on-site (on-site command, on-site logistics, on-site vehicles, on-site forces).In particular, pay attention to facilities, urgently review, inspect, and reinforce facilities for exam locations, exam rooms, electrical, water, and drainage systems to ensure safety and eligibility to organize exams in all weather conditions (heavy rain, hot sunshine).
Units have prepared backup plans, relocated records, documents, machinery, and equipment to safe places to avoid damage caused by floods and landslides.At the same time, prepare test sites and reserve exam rooms in case the main exam site is affected by natural disasters.Ensure absolute safety for transportation and preservation of exam papers and papers before, during and after the exam; avoid damage caused by heavy rain, heat, and fire.
In order to ensure the safety of staff and candidates, units have established information channels with parents and students to manage, guide and support candidates to move to safe exam locations, minimizing risks due to natural disasters.There are plans and solutions to organize food support, near the exam locations for cadres and candidates from far away, who need to, especially cadres and candidates who have to cross rivers, streams, ferries, roads at risk of flooding, landslides...
so that everyone can get to the exam locations and take the exam safely.
Units urgently clean up and sanitize classrooms immediately after the storm and flood to ensure safety, cleanliness, disease prevention, and readiness for exam organization.Localities continuously update information, summarize damage (if any) and develop handling plans, promptly report to the Provincial People's Committee for solutions.At the same time, a quick report was sent to the Ministry of Education and Training for coordination in handling.
