The groundbreaking ceremony is an event of profound political - social and humanitarian significance to implement the Conclusion Notice No. 81-TB/TW dated July 18, 2025 of the Politburo on the investment policy to build schools for border communes; Resolution No. 298/NQ-CP dated September 26, 2025 of the Government promulgating the Government's Action Plan to implement Conclusion Notice No. 81-TB/TW, demonstrating the special attention of the Party and State to compatriots and soldiers, especially students in the border area of the Fatherland.

In Thanh Hoa, on November 9, Thanh Hoa province will simultaneously hold a groundbreaking ceremony for 4 inter-level boarding schools in border communes including: Yen Khuong Primary and Secondary Boarding School (main activity point). Tam Lu Primary and Secondary Boarding School. Tam Thanh Primary and Secondary Boarding School. Meo Primary and Secondary Boarding School.
From early morning, people, students, and parents of Yen Khuong commune were excited to go to the starting point, everyone was eagerly waiting for the Prime Minister and hoped to soon have a spacious school for students to study.
Ms. Luong Thi Hang (Yen Khuong commune, Thanh Hoa) said that she and the whole village have been very excited for the past few days to welcome the Prime Minister and wait for a new school for their children to study, she is very happy.

According to the People's Committee of Thanh Hoa province, the program to start school construction in 4 localities will be carried out solemnly, economically, ensuring security and safety. Thanh Hoa Electricity and telecommunications enterprises are required to ensure power supply and transmission lines for bridge points; Provincial Police deploy plans to ensure traffic security and safety; Yen Khuong, Na Meo, Tam Lu, Tam Thanh localities clean, decorate and coordinate to welcome delegates.
The goal of the groundbreaking period is to ensure learning and accommodation conditions for students in border areas, thereby preserving and promoting cultural identity, improving the quality of education and contributing to the socio-economic development of the border gateway area of the province.
