At 9:00 a.m. on November 9, the groundbreaking ceremony for the construction of boarding schools (PTNT) at the grassroots level of primary and secondary schools (THCS) in the border communes of the mainland took place across the country.
With the participation of 72 schools and leaders of the Government, ministries, branches and 14 localities, this is an unprecedentedly large-scale school groundbreaking ceremony for the education sector. The schools will be invested in in 2025, to be completed before August 30, 2026. Previously, 28 schools had started construction and were under construction.
Politburo member and Prime Minister Pham Minh Chinh attended the groundbreaking ceremony at the main bridge point: Yen Khuong Primary and Secondary Boarding School, Thanh Hoa.
Speaking at the groundbreaking ceremony, Politburo member and Prime Minister Pham Minh Chinh sent his condolences to the people, students and teachers in Thanh Hoa in particular and the whole country in general; at the same time, emphasizing that investment in people is the top national policy, must be comprehensive investment, in which health and education need to be prioritized.

Thanks to the drastic implementation of Conclusion 81 of the Politburo, up to now, 28 schools have been started. General Secretary To Lam directly directed and attended the groundbreaking ceremony of 2 schools (si Pa Phin commune, Dien Bien and one school in Nghe An). The Prime Minister attended 2 groundbreaking ceremonies (Tay Giang commune, Da Nang; and Bat Mot commune, Thanh Hoa). Localities are determined to start construction simultaneously on November 9, 2025; due to storms and floods, 16 schools in Quang Ngai, Gia Lai, and Da Nang will start construction immediately after overcoming natural disasters. The target of 100 schools in 2025 is still guaranteed, aiming at the overall target of 248 schools in 248 border communes.
The Prime Minister called for considering this a "Quang Trung campaign" - rapid, bold in terms of time and progress but absolutely complying with processes, regulations and quality.
At the Ha Tinh bridge, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh attended the groundbreaking ceremony of the Son Kim 1 Primary Boarding School project.

The People's Committee of Lao Cai province started construction of 4 schools in Mu Sung, Y Ty, Muong Khuong and Pha Long communes with a construction period of 9 months, striving to complete before August 30, 2026. The starting point of the boarding schools in Ma Tuyen village, Muong Khuong commune, is organized online at locations across the country.
Attending were Central Party Committee member, Deputy Prime Minister Pham Thi Thanh Tra and leaders and representatives of departments and branches of Lao Cai province.

The four projects that have started this time are key projects in the School Construction Investment Program for border communes.
Implementing the Central Government's policy, the People's Committee of Ha Tinh province (one of 22 provinces with a land border with 7 border communes) has directed departments, branches and local authorities to complete the survey, prepare a list and propose investment in 7 school projects in the period of 2025-2026 with a total investment of more than 740 billion VND.
Of which, 2 projects will start construction in 2025 with a total investment of nearly 300 billion VND, including Son Kim 1 Primary - Secondary Boarding School and Huong Khe Primary - Secondary Boarding School; the remaining 5 projects are expected to be implemented in 2026 with a total investment of more than 440 billion VND, in Son Kim 2, Son Hong, Vu Quang, Huong Xuan, Huong Binh communes.
The project to build Son Kim 1 Primary - Secondary Boarding School is being implemented in Trung village on an area of over 5 hectares with a scale of 40 classes for over 1,300 students. The estimated construction investment cost is about 140 billion VND.
Nghe An also today simultaneously started construction of 9 inter-level boarding schools, aiming to develop education in border areas. At Hanh Lam Primary and Secondary Boarding School - the main bridge point of the province, the groundbreaking ceremony for the construction of inter-level boarding schools in border communes took place.

Attending the ceremony were Senior Lieutenant General Nguyen The Tung - Deputy Minister of Public Security; Major General Tran Ngoc Thanh - Director of the Department of National Defense and Security Education (Ministry of Education and Training); Mr. Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee - Chairman of the People's Council of Nghe An province; Mr. Le Hong Vinh - Chairman of the People's Committee of Nghe An province; and leaders of departments, branches, sectors, armed forces and local authorities.
Nghe An provincial leaders affirmed that with the strong direction of Party committees at all levels, the synchronous participation of the political system and the spirit of consensus of the people, the projects will be completed on schedule, ensuring high quality.
In Khuat Xa commune, Lang Son province, Deputy Prime Minister Tran Hong Ha attended the groundbreaking ceremony for the construction of Khuat Xa Primary and Secondary Boarding School for Ethnic Minorities.
The project is invested by the Department of Education and Training of Lang Son, using State budget capital. The school was built in Pan De village with a scale of 36 classes, accommodating about 1,281 students, of which 414 students are in primary school and 867 students are in secondary school. The project includes all items of classrooms, department rooms, administrative areas, student and teacher dormitories, dining halls, multi-purpose buildings, sports fields, and synchronous technical infrastructure.
The total investment for the project is about 265.5 billion VND, the total construction area is more than 10,600 m2, the floor area is more than 24,100 m2, the maximum height is 4 floors.
In Phai Din village, Thanh Nua commune, Dien Bien province, Deputy Prime Minister Le Thanh Long attended the groundbreaking ceremony for the construction of Thanh Nua Primary and Secondary Boarding School for Ethnic Minorities in the border commune located in the western part of Dien Bien basin.
Thanh Nua is a border commune established on the basis of merging the entire natural area and population of Hua Thanh, Thanh Nua, Thanh Luong, Thanh Hung and Thanh Chan communes with a total natural area of over 17,695 hectares; the total number of households is 7,150, with 29,029 people, 73 villages/hamlet, including 6 main ethnic groups living together; the commune has 10 villages and hamlets with special difficulties.
The project has an area of over 5.3 hectares, with a total investment of 224.4 billion VND. The scale to accommodate about 1,050 students is a synchronous and modern construction complex, invested in building a new entire design applied according to design models No. 3 and No. 4 issued by the Ministry of Construction.
The main items include a learning room block with 30 cultural classrooms and subject classrooms. The living block includes 99 boarding rooms for students and 15 public rooms for teachers, dining rooms, and kitchens.
Also this morning, Dien Bien organized the groundbreaking ceremony for 6 schools in Thanh Nua, Sin Thau, Quang Lam, Nam Ke, Thanh Yen, Muong Nha communes.
Deputy Prime Minister Ho Duc Phoc attended the groundbreaking ceremony of the investment project to build a school for socio-economic development at Thuan An Primary and Secondary School, Lam Dong province.
In Lak, the Dak Lak Provincial People's Committee started construction of a boarding school for primary and secondary schools in Iaiap, Ia Ru and Buon Don communes. Attending were Central Party Committee member, Deputy Prime Minister Mai Van Chinh, leaders and representatives of departments and branches of Dak Lak province.

The three projects that are started this time are key projects in the School Construction Investment Program for border communes.
The projects are expected to create a breakthrough in developing educational infrastructure, improving people's knowledge, and contributing to strengthening national defense and security in the Central Highlands border area.
In Quang Tri, Huong Phung Primary and Secondary Boarding School was invested in construction with a total investment of 360 billion VND, with a scale of 40 classes.
The project is implemented according to the policy of the Government and the Ministry of Education and Training, investing in completely new construction on an area of 10 hectares, with a total investment of 360 billion VND. The project has a scale of 40 classes, including 22 primary and 18 secondary schools, meeting the learning needs of about 1,500 students, and at the same time, it is oriented to expand to 55 classes, serving more than 2,100 students in the later stages.

Speaking at the groundbreaking ceremony, Mr. Tran Duc Thang - Minister of Agriculture and Environment - emphasized that the construction of inter-level boarding schools is a major policy, with profound humanitarian significance, demonstrating the special attention of the Party, the General Secretary, the Government and the Prime Minister to the children of ethnic minorities, mountainous areas, remote areas, and border areas in difficult areas. The government always considers education as the "root of development", the most sustainable way to reduce poverty, preserve borders and create a future. Each school built in the border area not only has the meaning of teaching letters and vocational skills but also is a pile of knowledge, of faith and of love for the Fatherland.
On the morning of November 9, Quang Ninh province held a simultaneous groundbreaking ceremony for 6 schools in border communes. The groundbreaking ceremony for the construction of Quang Son Primary and Secondary School (Duong Hoa commune, Quang Ninh province) is one of more than 10 online bridges connecting with the groundbreaking ceremony of 72 inter-level boarding schools in border communes across the country.
On the same day, the People's Committee of An Giang province held a groundbreaking ceremony for the construction of 3 schools according to Notice No. 81 of the Politburo on the investment policy for the construction of schools for border communes. Deputy Prime Minister Bui Thanh Son attended the groundbreaking ceremony for the construction of the Vinh Gia Primary - Secondary Boarding School, in Vinh Gia commune, An Giang province.
The Vinh Gia Primary - Secondary Boarding School project was formed on the basis of merging 2 schools including Luong An Tra Primary School and Luong An Tra Secondary School, built on an area of nearly 43,000 m2, including more than 10,000 m2 of additional expansion area with an investment cost of more than 186 billion VND.

The school has a scale of about 45 classes, 1,500 students; including many newly built items such as the schoolyard block, 13 classrooms and music rooms; 10 public rooms, 36 male dormitories and 36 female dormitories; 330-seat dining room; Multi-purpose house... In addition, the school also has a vegetable garden, vegetable growing area, green trees for walking garden... and has invested in equipment to ensure national standard level 2.
Also this morning, the People's Committee of An Giang province organized the groundbreaking ceremony for 2 school construction projects in the two border communes of Khanh Binh and Giang Thanh.
In Son La, the province held a groundbreaking ceremony for the construction of the Long Sap Commune Boarding School for Primary and Secondary School. Attending the ceremony were Mr. Dao Ngoc Dung - Minister of Ethnic Minorities and Religions; Hoang Van Nghiem - Secretary of the Provincial Party Committee; leaders of the Provincial People's Committee; representatives of departments, branches and people, teachers and students in the area.

Long Sap Commune Boarding School is one of 13 schools deployed in Son La according to the investment policy to build a school system in border communes. The project was built in Phat village, Long Sap commune with a total area of nearly 5 hectares, a scale of 30 classes, receiving more than 1,000 students.
