On March 7, the Ministry of Education and Training (MOET) held a press conference to announce the Planning of the network of higher education and pedagogical institutions, the Planning of the specialized education system for people with disabilities and the system of centers to support the development of integrated education for the period 2021 - 2030, with a vision to 2050.
Will arrange and reduce public higher education institutions
Deputy Director of the Department of Higher Education Nguyen Anh Dung said that the Plan aims to develop higher education institutions to meet quality standards on par with the region and the world, meeting the requirements of implementing the goals of the Education Development Strategy by 2030.
Accordingly, upgrading and developing the network of higher education and pedagogical institutions with the following structural orientation:
Public higher education institutions play a core role, accounting for about 70% of the training scale.
In the network, from 50 to 60 higher education institutions are training to the doctoral level, of which about 50% are developing in research orientation.

Regarding the plan to arrange and develop higher education institutions, consolidate, arrange and enhance the capacity of existing higher education institutions; arrange and reduce the number of public higher education institutions; arrange and strengthen the operation of branches of higher education institutions.
Arrange and develop higher education institutions under ministries, branches, central agencies (except for the Ministry of Education and Training) and higher education institutions under provincial People's Committees.
Encourage the establishment of new private higher education institutions, branches of private higher education institutions, branches of prestigious foreign higher education institutions, which are higher education institutions specializing in training in science, technology and engineering.
Focus on investing in upgrading and developing national and regional universities to achieve quality and prestige on par with the region and the world.
According to the Plan, a network of higher education institutions providing teacher training will be developed with a scale of 180 to 200,000 students, of which about 85% are at the university level and 15% are at the college level, distributed in the regions.
It is expected that there will be from 48 to 50 higher education institutions, which clearly states the role of key higher education institutions providing teacher training (14 institutions) and higher education institutions under the Provincial People's Committee and a number of other higher education institutions.
Regarding the network of higher education institutions training in STEM fields, Mr. Dung said that it is necessary to focus on investing in upgrading and developing 5 public higher education institutions with top capacity and prestige in training and research on a number of majors, key and spearhead technology fields to become national key higher education institutions in engineering and technology.
These educational institutions must be of equal quality and prestige in the region, in which Hanoi University of Science and Technology is ranked among the top higher education institutions in Asia.
In addition, large higher education centers will be formed on the basis of upgrading, developing and linking higher education institutions, university urban areas, and university clusters in 4 major urban areas (Hanoi, Ho Chi Minh City, Da Nang, Can Tho).
Ensuring equal and quality education for people with disabilities

According to Director of the Department of Public Education Thai Van Tai, planning a system of specialized educational institutions for people with disabilities and a system of centers to support the development of integrated education in the period of 2021 - 2030, with a vision to 2050, aiming to develop a system of specialized educational institutions for people with disabilities and a system of centers to support the development of integrated education in the national education system.
In particular, strive for 100% of provincial-level units to have centers to support the development of public integrated education; Effectively operate the system of specialized educational institutions for people with disabilities, in which 11 facilities already have and have newly established 1 public facility.
Vision to 2050 is to form a system of specialized educational institutions for people with disabilities and a system of centers to support the development of effective integrated education, international integration to ensure equal opportunities for people with disabilities in accessing quality education, completing compulsory education, opening up lifelong learning opportunities to maximize the potential of individuals and making positive contributions to society.
