Proposal to increase preferential allowances for teachers
The Ministry of Education and Training is soliciting public opinions on the Draft Resolution of the National Assembly on a number of specific mechanisms and policies to implement breakthroughs in education and training development.
The Resolution stipulates a number of specific and outstanding mechanisms and policies in the field of education and training applicable to educational institutions in the national education system, related organizations and individuals.
Regarding allowances for teachers and staff, in Clause 5, Article 3, the Ministry of Education and Training proposes: Increase vocational preferential allowances to a minimum of 70% for preschool, primary and secondary vocational teachers; 30% for school staff; 100% for teachers working in areas with particularly difficult socio-economic conditions, educational institutions for people with disabilities, and specialized schools.

According to the Ministry of Education and Training, this policy directly concretizes the requirements in Resolution 71-NQ/TW, which is a strategic and urgent solution to prevent the situation of teachers leaving the industry, creating attraction for new recruitment, and gradually solving the current shortage of teachers.
Teacher salaries and regimes will be improved from January 1, 2026
In addition to proposals related to allowance policies, from January 1, 2026 - the time the Law on Teachers takes effect, teachers' salaries will be given the highest priority in the administrative sector. This is also the time when teachers' salaries are increased according to the Government's Decree.
The Ministry of Education and Training informed that to ensure the effectiveness of the Law on Teachers from January 1, 2026, the Ministry of Education and Training must advise and submit to the Government to issue 3 Decrees and issue 12 Circulars under its authority.
3 Decrees include: Decree detailing a number of articles of the Law on Teachers; Decree regulating salary policies, allowance regimes, support and attraction policies for teachers; Decree regulating preferential allowances according to the profession for civil servants in the education sector.
12 Circulars regulating professional standards, working regimes, recruitment authority, equivalent titles, and codes of conduct for teachers.
In the draft Circular regulating the codes, appointment and salary arrangement for public teachers, including preschool and primary school (pedestrian, junior high school and high school), at each level of education, teachers are divided into three groups: Teachers, main teachers and senior teachers, equivalent to current grades III, II and I.
New salary table for general education teachers as expected by the Ministry of Education
For preschool level, the salary coefficient is from 2.1 - 6.38 (unchanged from the present).
At the primary, secondary and high school levels, the salary coefficient of teachers is from 2.34 - 7.55, in which the salary coefficient of senior teachers (old grade I) is increased, from coefficient 4.4 - 6.78 to 5.75 - 7.55; the salary coefficient of main high school teachers (old grade II) increases from coefficient 4 - 6.38 to 4.4 - 6.78.
With an expected coefficient of 2.1-7.55, teachers will receive a monthly salary of 4.9 to 17.66 million VND.
