Recently, the 14th Thai Nguyen Provincial People's Council passed a new Resolution regulating policies to support English teaching and learning in the area. The Resolution takes effect from September 1, 2025, replacing Resolution No. 14/2021/NQ-HDND, opening up many important support mechanisms for both teachers and students.
According to the Resolution, teachers teaching optional English subjects in grades 1 and 2 at public educational institutions in the province will be supported with 2 periods/class/week, equivalent to 70 periods/class/school year.
The method of calculating the norm is as follows, for every 92 teaching periods, 1 norm is calculated; if from 1-46 periods, 1/2 of the norm is calculated, from 47 periods or more, 1 standard is calculated.
The expenditure level is 6.6 million VND/norma; in case of payment by installment or exceeding the installment, the detailed level 1 is calculated at the ratio of 6.6 million VND divided by 92. The support period is 10 months/school year.
The highlight of the Resolution is the policy of supporting IELTS exam fees and equivalent international English certificates for high school students studying at public and non-public educational institutions in the province.
Specifically:
50% exam fee: students with IELTS certificates from 5.0 to under 6.0.
75% exam fee: students with IELTS from 6.0 to under 7.0.
100% exam fee: students achieving IELTS 7.0 or higher; or students in particularly difficult socio-economic areas, poor households, near-poor households, children of war invalids, and martyrs achieving 5.0 or higher.
Each student is only supported once and the certificate must be valid at the time of support consideration.
The implementation funding source is guaranteed from the provincial budget assigned in the annual budget for education and training.
For students who have an IELTS certificate of 4.0 or higher issued before September 1, 2025 and are still valid but have not been supported, the Resolution stipulates the continued application of the support level according to the previous Resolution 14/2021/NQ-HDND.
The issuance of this Resolution demonstrates the determination of Thai Nguyen province in promoting foreign language education, in line with the orientation of fundamental and comprehensive innovation in education and training.
