    The Lao Dong Newspaper Legal Consulting Office replied:

    Clause 2, Article 11 of Circular 19/2025/TT-BGDDT of the Minister of Education and Training (effective from October 31, 2025) stipulates the principles of discipline as follows:

    a) Ensure proactiveness and positivity in performing tasks and rights of students; maintain discipline and order in school.

    b) Respect, tolerate, be objective, and not be discriminated against, ensuring the right to participate and the interests of students in related issues.

    c) Ensure that it is suitable for the psychological characteristics, gender, physical condition, family circumstances, and regional cultural characteristics of each student.

    d) Do not use disciplinary measures that are violent, insult humanity and honor, affect the physical and mental health of students.

    Thus, disciplinary action against students must ensure the above principles.
