Previously, as Lao Dong reported, a parent was upset and reported that his son, P.H.H, 15 years old, had been admitted to Tran Phu High School for the Gifted (Hai Phong) but after attending for 10 days, the family was suddenly informed that he was not admitted.
According to parents, in the 2025 high school entrance exam, P.H.H, born in 2010, studied at Dang Lam Secondary School in Hai An district (old), now in Hai An ward, Hai Phong city, participated in the entrance exam to Tran Phu High School for the Gifted. However, due to not having enough admission scores, he was not considered for admission.
After that, Tran Phu High School for the Gifted announced that it had lowered the benchmark and the child received an admission notice and was accepted into the school's Russian specialized class. All of her school admission procedures have been completed and P.H.H has received a new class according to regulations.
However, on July 17, the family received a notice from the school that there was a document from the Hai Phong Department of Education and Training stating that there was a mistake due to a computer, so the child was not admitted to Tran Phu High School for the Gifted and instead was another student; requested the family to withdraw his application from Tran Phu High School for the Gifted.
On the afternoon of July 23, at the regular press conference of the City People's Committee, Mr. Uong Minh Long - Deputy Director of the Department of Education and Training of Hai Phong officially informed about the enrollment incident involving P.H.H, a student in Hai An ward.
According to the Department's explanation, the benchmark score for the second round of admission to the Russian specialized class is 34.95 points, with a total of 35 admitted candidates. However, during the data review process, the admission council discovered that a candidate with 35.05 points had been missed due to an "unwanted technical problem". This student had previously passed the public school entrance exam but did not enter the school, so when the second grade was lowered, the software did not update this student's case.
In order to ensure fairness for the missed candidate, the Department was forced to adjust the standard score of the Russian specialized class to 35.05 points - 0.1 points higher than H's score. Therefore, with a score of 34.95 points, H is no longer eligible for admission according to current regulations.
Regarding this incident, Mr. Uong Minh Long affirmed that this was the fault of adults, of the admission software, not the fault of the candidate. The Department has accepted responsibility, apologized to the candidates, their families, schools and proposed a humane plan. Specifically, the Department reported to the City People's Committee and the Ministry of Education and Training, proposing to allow the increase of Russian specialized classes from 35 to 36 students. This proposal has been approved by competent authorities.
According to Circular 05/2023/TT-BGDDT, the number of students in each specialized class does not exceed 35 students. However, in special cases for the benefit of students, the regulation can be flexibly adjusted. The regulation on the number of students is to avoid negativity and profiteering; not to limit students' right to study - Mr. Long emphasized.
