Mr. Nguyen Van Khoa - Director of Nghe An Department of Education and Training (GDĐT) - has just signed and issued Official Dispatch No. 2986/SGDĐT-TCCB on organizational structure and personnel arrangement when arranging public non-business units in the field of education under the management authority of commune-level People's Committees.
According to the guidance, for the teaching staff at schools subject to merger, localities must receive the existing teaching staff in their entirety into newly established educational institutions. Teachers are then arranged according to the job position, subject, educational activity and class size of the educational institution.
The principal is responsible for assigning teachers to teach at the main school, branches, and school sites in accordance with the training expertise and norms according to regulations. Schools must also review teacher needs according to the subject structure to propose supplementation, transfer, assignment, or organization of inter-school teaching if necessary.
Notably, the Nghe An Department of Education and Training has separate guidance for contract teachers and contract education support personnel.
Specifically, employees who sign indefinite-term contracts signed by the previous district-level People's Committee will continue to be arranged to perform work under the contract.
For workers who sign short-term agreement contracts with educational institutions, the continued signing of contracts will be considered based on the job needs of each unit after arrangement.
For education support personnel, after arrangement, if there is still personnel, competent authorities will consider transferring, assigning or transferring them to educational institutions that are lacking staff, based on the appropriate capacity and professional expertise. If there is still surplus and there is a plan to arrange them to work as teachers, it is necessary to report to the Department of Education and Training for coordination and consideration.
The official dispatch also stipulates the criteria for selecting and arranging principals and vice-principals after the merger, in which emphasis is placed on title standards, professional ethics, professional capacity, school governance and the results of task implementation in recent years.
For redundant management officials after the merger who are arranged as teachers, competent authorities prioritize arranging work units according to their wishes if that place still lacks staff and is suitable for the subject structure. Educational institutions that are not subject to arrangement are required to maintain stable organization and operation, avoiding unnecessary disruption.
Nghe An Department of Education and Training requests the People's Committees of communes and wards to direct the implementation and report the results of personnel arrangement to the Department before August 30, 2026. In case of difficulties and obstacles arising, localities must promptly report for guidance.
