Hanoi Law University has many shortcomings, limitations and deficiencies in enrollment, training and financial revenue and expenditure.

Existence, omissions in expenditure, accounting documents

According to the investigation of Lao Dong reporter, the Inspectorate of the Ministry of Justice has just concluded the inspection of enrollment, training and financial revenue and expenditure for the part-time (in-service) and full-time second degree programs of Hanoi Law University, period 2020 - 2021.

During this period, Hanoi Law University enrolls students in the part-time program (VLVH) for degree 1 (VB1), degree 2 (VB2), and full-time program (CQ) VB2.

Accordingly, VLVH system: Enrolling in Law major with 1,868 students. CQ VB2 system: Enrolling in Law major, Economic Law and Legal Law major for officials and civil servants with 1,476 students.

The Inspector of the Ministry of Justice pointed out that, in the school's enrollment work, the announcement only specified general enrollment quotas, without specifying detailed enrollment quotas for each enrollment method, which did not ensure compliance with regulations.

In addition, Hanoi Law University conducts checks on the records of successful candidates at training affiliated institutions when enrolled students do not meet regulations.

Regarding financial work, the development of the Financial Regulations and Internal Expenditure Regulations of Hanoi Law University according to the 2021 work plan was assigned to the Finance - Accounting Department to preside over, and was paid in Payment Voucher No. 210302PC dated June 2, 2021 to pay overtime to the Finance - Accounting Department to develop the Financial Regulations and Internal Expenditure Regulations of Hanoi Law University, with the amount of VND 24,900,000.

However, Hanoi Law University still signed a Contract to outsource the development of the School's Financial Regulations and Internal Expenditure Regulations to the drafting team of the Graduate Training Department for an amount of VND 50,000,000 and paid the money in Payment Voucher No. 210305PC dated June 8, 2021.

Thus, for this work, the School assigned 2 groups to perform the same task of developing Financial Regulations and Internal Spending Regulations.

According to the school's explanatory report: 2 payment vouchers have the same content but in reality they are for 2 tasks: Paying for overtime to research the draft and paying for experts to evaluate and advise.

In addition, the Ministry Inspectorate also pointed out that some of the school's spending documents lacked spending proposals.

Regarding graduation consideration, graduation recognition and graduation certificate issuance: The graduation records of VLVH classes enrolled before May 1, 2017 do not show that Hanoi Law University reported to the Ministry of Education and Training about the plan to organize the graduation exam 10 days before the graduation exam as prescribed.

Data in reports from the Training Department, the Inspection Department and reports from Hanoi Law University sent to the Ministry of Education and Training and the Ministry of Justice on enrollment periods and annual training results are not consistent, showing that the management of enrollment and training of Hanoi Law University is not yet strict.

Request school review meeting

From the Inspection Conclusion, the Chief Inspector of the Ministry of Justice requested Hanoi Law University to organize a serious review meeting on the shortcomings and deficiencies that have been pointed out;

Manage and use public assets in accordance with current laws; strengthen revenue and expenditure management to ensure that revenues and expenditures are in accordance with regulations, accounting documents are complete and strict; arrange and store documents fully and scientifically;

Urgently take measures to remedy and improve the shortcomings and deficiencies that have been concluded and report the implementation results within 30 days from the date of receiving the Inspection Conclusion to the Inspectorate of the Ministry of Justice.

The Chief Inspector also recommended that the Minister of Justice direct Hanoi Law University to strictly implement the contents of the Inspection Conclusion; direct the Department of Organization and Personnel to strengthen inspection and guide Hanoi Law University to carry out the enrollment and training of VLVH and CQ VB2 systems in particular and other training systems strictly and in accordance with regulations.
