On July 23, Ms. Y Ngoc - Vice Chairman of the People's Committee of Quang Ngai province - directed the Department of Education and Training to coordinate with the People's Committees of communes and wards to urgently review and count all independent groups of children, childcare centers, private kindergartens and preschools.
This directive was issued after the incident that occurred on July 16 at the N.Y. childcare center. (Cam Thanh Ward, Quang Ngai), when a 14-month-old baby suddenly showed unusual health signs, was later determined by the doctor to have cerebral hemorrhage.
According to initial information, on the morning of the same day, Mr. K. (the child's father) took his child to a nursery group run by Ms. N.T.Q. organization.
About two hours later, the family received a report that their child had fallen from the dining table, showing signs of convulsions, and was taken to the Quang Ngai Provincial Obstetrics and Pediatrics Hospital for emergency care.
At the hospital, doctors discovered that the child had a brain hemorrhage, severe damage suspected to be caused by a strong impact. The child's family said that the dining table was very low, and that if he fell, he could not cause such serious injuries.
When the camera was suggested to clarify the time of the incident, the childcare unit did not respond, further increasing the family's suspicions. The case is being investigated by the Quang Ngai Provincial Police.
Cam Thanh Ward People's Committee confirmed that the N.Y. youth group is a spontaneous care facility, not registered with local authorities and operates flexibly according to the needs of parents.
"After the incident, this childcare center stopped operating. The people involved are being invited to work by the police to clarify the cause," informed the leader of Cam Thanh ward.
The Provincial People's Committee requested the whole province to urgently review independent childcare facilities, especially spontaneous, unauthorized, and unsafe childcare centers. The results must be compiled and reported before July 31.
"If violations are detected, they must be handled resolutely and completely, and the childcare centers are not guaranteed," the document of the Provincial People's Committee emphasized.
The Provincial People's Committee recommends that localities tighten management work, while increasing propaganda so that parents clearly understand the risks of sending their children to unqualified childcare facilities.
