New regulations on professional title codes for teachers

The Ministry of Education and Training has proposed many new regulations on the appointment and salary classification for teachers in public educational institutions.

The Department of Teachers and Educational Managers, Ministry of Education and Training has just drafted a Circular regulating codes, appointments and salary arrangements for teachers teaching in public educational institutions.

The Circular is expected to take effect from January 2026, in which the salary arrangement for civil servants appointed to professional positions of teachers and lecturers in public educational institutions in the national education system (not applicable to teachers teaching in educational institutions under the management authority of the Ministry of Public Security, the Ministry of National Defense) is proposed to be applied according to the corresponding salary table issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government.

The draft proposes regulations on the appointment and salary classification of preschool teachers as follows:

Officials who are teaching at public preschools who meet the standards of professional ethics and training and fostering qualifications prescribed in the Vocational standards for teachers teaching in preschools are appointed to the corresponding professional title according to the following regulations:

- Appointment to the professional title of preschool teacher - Code V.07.02.26 for preschool teachers grade III - Code V.07.02.26;

- Appointment to the professional title of main preschool teacher - Code V.07.02.25 for grade II preschool teachers - Code V.07.02.25;

- Appointment to the professional title of senior preschool teacher - Code V.07.02.24 for preschool teachers of class I - Code V.07.02.24

Officials appointed to the professional titles of preschool teachers specified in this Circular shall apply the corresponding salary table issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regime for cadres, civil servants, public employees and armed forces, specifically as follows:

- Preschool teachers - Code V.07.02.26, are subject to the salary coefficient of type A0 civil servants, from salary coefficient 2.1 to salary coefficient 4.89;

- Main preschool teachers - Code V.07.02.25, are subject to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;-c) Senior preschool teachers - Code V.07.02.24, are subject to the salary coefficient of type A2 civil servants, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38;

- Preschool teachers who have not met the standard training requirements prescribed in the Law on Teachers are subject to the salary coefficient of type B civil servants, from the salary coefficient 1.86 to the salary coefficient 4.01.

For primary school teachers, the appointment and salary classification for teachers is proposed as follows:

Officials who are teaching at public primary schools that meet the standards of professional ethics and training and fostering qualifications prescribed in the Professional Standards of primary school teachers are appointed to the corresponding professional title according to the following regulations:

- Appointment to the professional title of primary school teacher - Code V.07.03.29 for grade III primary school teachers - Code V.07.03.29;

- Appointment to the professional title of primary school teacher - Code V.07.03.28 for grade II primary school teachers - Code V.07.03.28;

- Appointment to the professional title of senior primary school teacher - Code V.07.03.27 for primary school teachers of class I - Code V.07.03.27.

Officials appointed to the professional titles of primary school teachers as prescribed in this Circular shall apply the corresponding salary table issued with Decree No. 204/2004/ND-CP, specifically as follows:

- Primary school teachers - Code V.07.03.29, are subject to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;

- Main primary school teachers - Code V.07.03.28, are subject to the salary coefficient of civil servants of type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;

- Senior primary school teachers - Code V.07.03.27, are subject to the salary coefficient of type A3 civil servants, group A3.2, from salary coefficient 5.75 to salary coefficient 7.55;

- Primary school teachers who have not met the training standards are subject to the salary coefficient of type B civil servants, from the salary coefficient of 1.86 to the salary coefficient of 4.00.

For junior high school teachers

- High school teachers - Code V.07.07.32, are subject to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;

- Senior high school teachers - Code V.07.07.31, are subject to the salary coefficient of civil servants of type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;

- Senior secondary school teachers - Code V.07.04.30, are subject to the salary coefficient of type A3 civil servants, group A3.2, from salary coefficient 5.75 to salary coefficient 7.55.

High school teachers:

- High school teachers - Code V.07.05.15, are subject to the salary coefficient of type A1 civil servants, from salary coefficient 2.34 to salary coefficient 4.98;

- Senior high school teachers - Code V.07.05.14, are subject to the salary coefficient of type A2 civil servants, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78;

- Senior high school teachers - Code V.07.05.13, are subject to the salary coefficient of type A3 civil servants, group A3.2, from salary coefficient 5.75 to salary coefficient 7.55.
