According to the report of the Economic Police Department of Ninh Binh Province Police, through grasping the situation, as of November 25, 2025, in Hoa Lu Ward and Nam Hoa Lu Ward, there are 2 enterprises with a business line in the field of education, namely Tue Minh Company Limited (headquartered at house number 31, alley 4/2, Xuan Thanh Street, Hoa Lu Ward) and Hoa Lu Teacher Company Limited (headquartered at Thu An Village, Tay Hoa Lu Ward).
From 2024 to present, these two units have established about 200 business locations (mainly private homes of teachers or locations arranged by teachers themselves) to legalize extra teaching activities of teachers. Of which, there are about 30 locations in Hoa Lu ward.
In name, the above companies signed lease and loan contracts with teachers and stood up to organize extra teaching activities and hire teachers to teach at public schools. However, in reality, these companies do not arrange personnel, do not directly manage and operate, and do not declare and pay taxes for tuition fees arising from extra teaching activities.
All enrollment, teaching, tuition collection, and classroom management are done by teachers with facilities, many of whom are teachers from public schools in Hoa Lu ward.
The report of the Economic Police Department of Ninh Binh Provincial Police clearly stated: Teachers in public schools participating in organizing, managing and operating the activities of extra classes outside of school is a violation of the provisions of Clause 3, Article 4 of Circular No. 29/2024/TT-BGDDT dated December 30, 2024 of the Ministry of Education and Training.
The above phenomenon is happening quite commonly and publicly, affecting transparency and fairness in teaching activities, while reducing the reputation of public educational institutions and causing public outrage.
In addition, the establishment of companies and business households only to legalize extra teaching activities and not implement actual management and operation also poses a risk of tax violations, especially tax evasion from tuition fees that are not declared and paid according to regulations.
Faced with the above situation, the Economic Police Department of the Provincial Police Department requested the People's Committee of Hoa Lu Ward to organize an inspection and review of the team of teachers from public schools in the management area who participate in extra teaching activities through Tue Minh Company Limited and Hoa Lu Teacher Company Limited or other organizations and individuals.
At the same time, clarify the scope and forms of participation, especially teachers arranging their own teaching locations at their private homes or facilities under their management. Teachers participating in establishing, contributing capital, participating in shares, receiving profits from extra teaching business or participating in organizing, managing, and operating extra teaching institutions.
On December 1, speaking with a reporter from Lao Dong Newspaper, Mr. Vu Van Vinh - Vice Chairman of Hoa Lu Ward People's Committee said that through checking the documents and working directly with representatives of the two companies above, it was shown that during the operation process, both companies did not ensure the conditions according to regulations on organizing extra teaching and learning activities. There are no fire prevention and fighting records of business locations, financial activities have not been guaranteed according to regulations...
"Based on the inspection results, we have requested both companies to temporarily suspend operations at business locations in Hoa Lu ward from November 29, 2025 until ensuring sufficient conditions to organize extra teaching and learning activities according to regulations" - Mr. Vinh said.
