Worry about deterioration of facilities in the rainy season
Dien An Kindergarten in Dien Khanh commune currently has two locations in An Ninh village and Phu An Nam village.
Both schools were built more than 10 years ago, many items have degraded and are damaged; teaching equipment is no longer suitable for current teaching requirements.
Faced with this situation, the local government decided to invest in building a new school right next to the old facility in Phu An Nam village.
According to the plan, the project will be constructed in 150 days, from March 12 to August 18, 2025. At that time, the completion date was made public so that parents could feel secure in monitoring the progress.
However, since the start of construction, the contractor has been continuously delayed, not ensuring the progress as committed to the locality and the school.


The recent flood season has made the concerns at the two old facilities even greater, especially at the An Ninh village school - which is considered the most seriously degraded.
Ms. Tran Thi Ly Nga - Principal of Dien An Kindergarten - said that the school currently has 218 children at Phu An Nam campus and 78 children at An Ninh campus.
When the new school is completed, 78 children in the An Ninh facility will be transferred to Phu An Nam to study in safe and synchronous conditions.
However, for more than a month now, the project has had almost no construction activities.
The slow progress has made teachers and parents upset, because the deterioration has exceeded the threshold that can be temporarily remedied.
Ms. Bui Thi Hoai Nhan - a teacher at An Ninh village school - shared: "The concerns of parents and students are all looking forward to moving to the new school because the school is currently seriously degraded and has no toilets inside.
The project has been under construction for a long time, and the paint paint patches on the walls are peeling. We are very concerned about the safety of students. I just hope the project will be completed soon so that students have a more modern and safer learning environment".


In An Ninh village, prolonged heavy rains have increased the risk of insecurity. The teacher said that there were times when I had to move the classroom to another area to avoid leaks and peeling walls.
Continuous extension
The Dien An Kindergarten project is invested by Khanh An Construction Company Limited, with Mr. Tran Danh Ha as director. In early November 2025, the leaders of Dien Khanh commune held a meeting with the investor to urge the progress.
At this time, the completed volume has only reached 63%, much lower than planned.
It is clear that the project cannot be completed on August 18, 2025 as planned.


At the end of the working session, Mr. Tran Luu Truyen - Vice Chairman of Dien Khanh Commune - agreed to extend the deadline to December 31, 2025. The investor must complete the entire project for acceptance and use before this time.
However, up to now, there has been almost no new volume in the construction area. The teacher reflected that there were no workers or machines outside the construction site.
Speaking with Lao Dong, Mr. Nguyen Trong Lan - representative of the Khanh Hoa Province Agricultural and Transport Construction Investment Management Board (counseling unit) - affirmed that with the current situation, the Dien An Kindergarten project will certainly not be able to be completed in 2025.
According to Mr. Lan, to ensure children's rights and the safety of facilities, the contractor is forced to speed up the construction progress, avoiding the risk of extending to 2026.
