Up to now, implementing the latest policy of the Politburo, it is expected to carry out the arrangement of provincial-level administrative units at the same time as the merger of commune-level administrative units, officially putting the commune level (new) and Lao Cai province (new) into operation from July 1, 2025.
The Standing Committee of the Yen Bai Provincial Party Committee submitted to the Provincial Party Committee Executive Committee for comments on the draft projects and plans on the establishment of the new Lao Cai Provincial Party Committee; the model of organizing two-level local government; and arranging public service units after the end of district-level administrative units.

The Standing Committees of districts, towns and cities coordinate with the Provincial Party Committee's Organization Board and the Department of Home Affairs to review the conditions and standards for cadres to develop a new commune-level personnel plan.
Advising on the plan to transfer the staffing quota between the government and the Party and mass organizations in the process of reorganizing the apparatus and administrative units, ensuring the establishment of new communes and terminating the operation of district-level administrative units on schedule from July 1, 2025.
The Standing Committees of the Provincial Party Committees of Yen Bai and Lao Cai provinces continue to coordinate and agree to select appropriate topics and motto for the coming term, ensuring the goal of building Lao Cai province to develop rapidly and sustainably in the direction of "green, harmonious, unique, happy", becoming a comprehensive development province by 2030.
