On October 23, Deputy Prime Minister Tran Hong Ha signed Decision No. 1244/QD-TTg approving the investment policy for the project to expand the North-South expressway in the East, Cam Lo - La Son section.
Accordingly, the project is implemented in Quang Tri and Thua Thien Hue provinces with the aim of contributing to the successful implementation of Resolution No. 66/2013/QH13 dated November 29, 2013 and Resolution No. 63/2022/QH15 dated June 16, 2022 of the National Assembly.
According to the Decision, the route length is about 98.35 km. The route follows the Cam Lo - La Son expressway currently in operation. The starting point (Cam Lo) is at Km0+000, connecting to the end point of the Van Ninh - Cam Lo expressway project in Cam Hieu commune, Cam Lo district, Quang Tri province.
The end point (La Son) is at about Km102+200, connecting with the starting point of the La Son - Hoa Lien project in Loc Bon commune, Phu Loc district, Thua Thien Hue province.
Investing in expanding the roadbed, road surface and works on the route from 2 lanes to 4 lanes. Technical standards are consistent with the technical standards of the current route in operation, a grade 80 highway according to TCVN 5729-2012 and QCVN 115:2024/BGTVT.
This is a group A project, invested in the form of public investment.
The total investment of the project is about 6,488 billion VND from the state budget. Of which, the general reserve capital for the medium-term public investment plan of the central budget for the period 2021-2025 corresponding to the increased central budget revenue in 2023 approved by the National Assembly in Resolution No. 142/2024/QH15 dated June 29, 2024 is 5,488 billion VND.
The capital source for the medium-term public investment plan for the period 2026-2030 is 1,000 billion VND.
The project's governing body is the Ministry of Transport.
Deputy Prime Minister of the Government requested the Ministry of Transport to take full responsibility for the proposal to approve the project investment policy and the information and data in the project pre-feasibility study report, the information reported on acceptance and explanation of appraisal opinions of the Ministry of Planning and Investment and relevant ministries, branches and localities.
Organize the preparation and approval of project feasibility study reports in accordance with legal regulations.
Carry out procedures for assessing environmental impacts, land use needs, forest land conversion, construction sites, material mines... in accordance with legal regulations during the process of preparing, appraising, submitting for approval the project Feasibility Study Report and project implementation.
Organize the selection of qualified contractors to implement the project in accordance with the provisions of law, ensuring publicity, transparency, quality, efficiency, and progress; not allowing negativity or waste to occur, causing loss of State assets and capital.
