The project to renovate and upgrade National Highway 28B through Lam Dong province is 68km long with a total investment of more than VND 1,400 billion. The project investor is the Vietnam Road Administration and assigned Project Management Board 5 as the project management unit.
To date, the project implementation value has only reached about 55% of the contract value, while the remaining time to complete the project is only 4 months. The project's site clearance has 6/68 km (about 9%) that have not been handed over.

On October 22, Mr. Ho Van Muoi - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province - led a working group to inspect the progress of site clearance and construction of this project.
Chairman of Lam Dong Provincial People's Committee - Ho Van Muoi emphasized that the project implementation is too slow. If the coming time is still slow and not reach the set progress, it will be forced to change leaders and heads of departments, branches and management boards.
"If contractors cannot do it, they must withdraw immediately" - Mr. Muoi warned. Because according to him, contractors lack means and human resources and have not organized construction synchronously. Many sections have land but there are no workers or machinery to deploy.

"If by November the situation is not as positive as approved, I will be the one to sign the document proposing to replace the investor" - Mr. Ho Van Muoi emphasized.
Mr. Ho Van Muoi requested the parties to develop a detailed plan, clearly detailing each time frame, so that the project can be completed at all costs according to plan.
According to a report by the Lam Dong Department of Construction, by October 22, the project site clearance had 6 km that had not been handed over for construction. Mainly concentrated in Luong Son commune with 90 households.
In addition, the project is still stuck with un relocated technical infrastructure such as water pipes, medium voltage power, lighting poles, etc., so it cannot be implemented synchronously.

According to Project Management Board 5, up to now, 44/62km of crushed stone and 37/62km of asphalt concrete have been provided. The unit requested the contractor to focus on human resources and equipment to speed up the progress.
At the same time, it is required that localities promptly appraise and approve compensation plans to have a basis for paying to households. If the site is handed over in November 2025, the project will be implemented on schedule.
National Highway 28B is the shortest route connecting Phan Thiet to the provincial administrative center, with a large volume of traffic. Accelerating the progress is even more urgent as Lien Khuong Airport is preparing to temporarily suspend operations for upgrading, making this route an important traffic axis for travel and transportation.
