The project to renovate and upgrade National Highway 28B through Lam Dong province with a length of 68km, a total investment of more than 1,435 billion VND.
This is the shortest route connecting Phan Thiet to the administrative center of the province (old Da Lat city), so traffic volume increased after the merger of provinces.

On October 19, it was noted that many locations on the route are under construction. The roadbed at some sections under construction is damaged, with deep potholes that cause difficulties in traffic. Some locations are under construction of overpasses and straightening routes.
Regarding site clearance, the Department of Construction of Lam Dong province said that the locality has reclaimed and mobilized people to hand over the site for 62/68km. The remaining 6km is mainly densely populated sections in Luong Son commune.

Contractors have provided 44km/62km of crushed stone and 37km/62km of hard asphalt concrete. However, in the sections where the site has been handed over, the construction work has not yet met the requirements.
The construction unit has not fully arranged machinery, equipment, and human resources on the construction site, and is at risk of not ensuring the contract progress.
The Department of Construction assessed that some sections of the route have been constructed with crushed stone foundations, but due to the rain, they have been partially peeled off and have not been handled.
At many construction sites, the unit has not yet arranged signs, barriers and night warning lights, posing a great risk of insecurity and endangering the lives of people traveling.
"The project's construction progress is still slow, in addition to the reason for the slow handover of the site, there is also a reason why the Investor has not resolutely directed contractors to focus on equipment, materials, and construction materials at the sections where the site has been handed over" - the leader of the Department of Construction emphasized.

The construction unit admitted that some items are still slow, committing to speeding up progress in areas where the site is available. At the same time, it is recommended that the province promptly hand over the remaining area.
According to Vice Chairman of Lam Dong Provincial People's Committee - Vo Ngoc Hiep, many construction items on the route are still in disarray, while the site clearance work has not been completed on the entire route. Some sections have been handed over the site but there are no construction workers.
The Ministry of Construction has also requested the project to be completed in 2025. Therefore, Mr. Hiep suggested that departments, branches, localities and construction units need to make efforts to implement urgently to ensure progress.

The Vice Chairman of the Provincial People's Committee requested the communes, the Compensation and Site Clearance Board and the Project Management Board to complete all site clearance work in October.
In particular, investors are required to review and reorganize construction on site, and strictly handle contractors who do not implement on schedule. At the same time, there are alternative options to speed up the project implementation progress.
The project to renovate and upgrade National Highway 28B is invested by the Vietnam Road Administration, Project Management Board 5 is responsible for organizing and implementing. Started in April 2024, the project is expected to be completed in December 2025.
