In 2013, the Ministry of Transport approved the investment project to adjust the intersection between Thanh Tri bridge project and National Highway 5 with a total investment of more than 1,700 billion VND, of which site clearance cost is 261 billion VND. .
The project has the goal of creating convenient traffic connections between Hanoi's Ring Road 3 and National Highway 5; Improve the efficiency of exploiting relevant main roads in the area: Ring Road 3 - Thanh Tri Bridge, National Highway 1 section Hanoi - Lang Son, National Highway 5 section Hanoi - Hai Phong.
By October 2015, the project was completed, 6 months ahead of schedule. The completed rosette intersection contributes to improving transport capacity, eliminating "black spots" of congestion at the eastern gateway of Hanoi Capital.
According to Long Bien District Land Fund Development Center, to implement the project, 101,403 square meters of land in Thach Ban ward must be recovered, involving 223 households, including 31 households with residential land and 192 households with agricultural land.
After being assigned the task by the City People's Committee, Long Bien District People's Committee directed functional branches and Thach Ban Ward People's Committee to organize and carry out site clearance work.
Most households agreed to hand over the premises and move to a new resettlement place. By July 2024, there were still 3 households with 22 people who had not yet handed over the premises.
Regarding the above issue, Mr. Bui Tri Duc - Vice Chairman of the People's Committee of Thach Ban ward (Long Bien district) - said that policies and regimes related to site clearance and resettlement support have been applied. in accordance with the law.
However, the above 3 households still did not comply even though the People's Committee of Long Bien District and the District Land Fund Development Center had repeatedly coordinated with the People's Committee of Thach Ban Ward to organize direct dialogues, as well as respond in writing.
The families' inaction and failure to hand over land has led to the unfinished location of National Highway 5, creating a "bottleneck". Highway 5 passing through this area is narrowed, risking becoming a "black spot" for accidents, causing public anger.
Faced with the above reality, the People's Committee of Long Bien District has issued a decision to enforce land recovery according to its authority, to ensure the time to hand over the site to the construction unit to complete the infrastructure of the Thanh Tri bridge project on schedule. Ensuring urban aesthetics and traffic safety for National Highway 5.
By the end of July 2024, Long Bien District People's Committee had forced land recovery and site clearance to complete the infrastructure of the Thanh Tri Bridge - National Highway 5 project in accordance with the legal process.
