On March 4, Road Management Zone IV (Vietnam Road Administration) said that it had requested Thang Long Project Management Board and Project Management Board 7 to urgently overcome the shortcomings of the equipment system serving toll collection on 2 expressways invested by these units.
Previously, from 10 pm on March 2, 2026, 2 Phan Thiet - Dau Giay and Vinh Hao - Phan Thiet expressways officially organized toll collection.

Through coordinated actual inspection, Road Management Zone IV recorded shortcomings that directly affect toll collection management, revenue control and traffic safety assurance.
Notably, the ETC card reading system has errors at some stations. In some cases, the card cannot be read at the entry lane, and the system does not fully record data when vehicles leave the expressway.
The license plate recognition system has a low recognition rate, about 50%; the captured images are blurry, not enough basis to identify the vehicle. The camera does not recognize the license plate of the car behind when the vehicles move in a row.
In addition, there is a situation where the system does not fully record data when vehicles leave the expressway; monitoring videos are blurry, interrupted, and do not ensure the continuity of data. Traffic lights in some lanes are suspended, not ensuring stable operating conditions.

At toll stations, no lighting systems have been installed on the "long mon" racks; the ends of lane dividers lack reflectors, posing a risk of traffic unsafety for vehicles entering and leaving the station at night and causing difficulties for traffic controllers.
The management software system also revealed limitations when the access speed is slow, often unable to log in. Some stations do not allow the selection of entry lanes; the vehicle itinerary lookup tool to identify entry stations for collection has not been used.

Real-world recording from the driver, Mr. Thanh Phuong (resident of Tuyen Quang commune, Lam Dong province) - a service driver - said that on the afternoon of March 3, when traveling on the Vinh Hao - Phan Thiet expressway and leaving at the Phan Thiet intersection (km234), the system could not automatically recognize the license plate and trace toll collection information.
Station staff have to take pictures of license plates and manually enter data into computers. Some vehicles have to queue for manual handling when passing through the station.
However, on the morning of March 4, when he was driving on the Phan Thiet - Dau Giay highway to enter Ho Chi Minh City, the vehicle did not have to stop when passing through the toll station. The non-stop toll collection system automatically deducted money from the account.
To ensure that toll collection work is deployed continuously, in accordance with regulations and avoid revenue loss, Road Management Zone IV requests Thang Long Project Management Board, Project Management Board 7 and related units to arrange 24/24 duty officers at toll stations and operating centers, immediately overcome arising shortcomings. Completion deadline is no later than March 10, 2026.
Vinh Hao - Phan Thiet expressway has a length of 100.8 km, passing through Lam Dong province. The highest toll rate for group 1 vehicles is 90,555 VND/trip; group 5 vehicles is 362,225 VND/trip.
Phan Thiet - Dau Giay expressway is 99 km long. Of which, the section through Lam Dong province is 47.5km long and the section through Dong Nai is 51.5km long. The highest toll rate for group 1 vehicles is 128,700 VND/trip; group 5 vehicles is 514,800 VND/trip.
