The Ring Road 4 expressway passes through Hanoi for 57km, Hung Yen for 19km, Bac Ninh for 27km and the route connecting to the Noi Bai - Ha Long expressway for about 9.7km. Of which, the low-lying section is about 32km long, the elevated section is more than 80km long.
The project will invest in the construction of 8 complete interconnecting intersections. Of which, 5 are in Hanoi; 2 are in Hung Yen province; 1 is in Bac Ninh province. At the same time, the project invests in building 7 up and down branches connecting to the parallel roads on both sides.

Recently, the Hanoi People's Committee has assigned the City Traffic Construction Investment Project Management Board to urgently prepare relevant documents so that after selecting an investor, the necessary procedures can be immediately resolved, ensuring the progress of the construction on the occasion of May 19.
According to the report of the Hanoi People's Committee sent to the Government at the end of 2024, after being appraised by the Expressway Department (Ministry of Transport - now the Ministry of Construction) for basic design and loan interest rates, Hanoi has re-determined the total investment of component project 3 - investment in expressway construction under the public-private partnership (PPP) method.
After the review, the project has a total investment of VND53,300 billion, down VND2,990 billion, compared to the total investment previously approved by Hanoi City. Of which, the state capital is VND23,860 billion, down VND2,906 billion, the payback period is 21 years, down more than 5 years.
The Hanoi People's Committee assessed that the adjustment of the total investment did not change the scale of the project, but reduced the participating State budget capital, reduced toll collection time, accelerated the implementation progress, and increased the financial efficiency of the project.

According to the plan, component project 3 will take about 30 months of construction, expected to be completed and put into operation in 2027.
Along with the parallel road system, the Ring Road 4 expressway, when completed, will contribute to relieving traffic congestion, connecting provinces and creating new development space for the entire capital region, including Hanoi, Hung Yen and Bac Ninh.

The Tu Lien Bridge project and the approach roads at both ends of the bridge are one of the key traffic projects of Hanoi City, included in the Transport Planning to 2030, with a vision to 2050 approved by the Prime Minister.
The Tu Lien Bridge project and the roads at both ends of the bridge have a total length of about 5.15km, starting point connecting with Nghi Tam Street (Tay Ho District), ending point through the intersection with Truong Sa Street (Dong Anh District).
The approach road to Tay Ho bridge (overpass and parallel road) is planned to be 48m; the approach road to Dong Anh is planned to be 60m. The total investment of the project is more than 20,000 billion VND, using the city budget.

Chairman of the Hanoi People's Committee Tran Sy Thanh recently requested the city's departments, branches and sectors, according to their assigned functions and tasks, to proactively and flexibly implement procedures to ensure sufficient conditions to start the investment project to build Tu Lien Bridge and the approach roads at both ends of the bridge on the occasion of May 19.
When completed, Tu Lien Bridge will help reduce the load on existing bridges, while expanding Hanoi's development space to the Northeast, helping the capital soon realize the vision of a city on both sides of the Red River...
