According to the announcement of the Hanoi Department of Construction, the section of the route temporarily opened to traffic extends from Km18+560 to Km26+000 belonging to the old Southern Ha Tay province trunk road project, calculated from the end of the currently operating section to the intersection with road 428.
Vehicles are allowed to circulate on this route section according to the system of signs, road markings and traffic lights that have been installed. The temporary traffic organization time starts from February 10, 2026 to the end of March 31, 2026.
The temporary traffic opening is considered a timely solution to share traffic volume, reduce congestion on roads in the southern area of the Capital, and at the same time create favorable conditions for people to travel and enjoy spring during holidays and Tet.
Hanoi Department of Construction assigned CIENCO 5 Real Estate Development Joint Stock Company - the project investor - to be responsible for inspecting, reviewing and fully arranging traffic safety items on the entire route. In which, focus on completing the system of traffic signs, painted lines, markers, and reflectors in accordance with the National Technical Regulations on road signs.
In addition, the lighting system, especially at important intersections, must be completed and operated stably to ensure safety for vehicles traveling at night. The investor is also responsible for coordinating with the Traffic Police force, local authorities and the Traffic Control Center in guiding and regulating traffic, preventing congestion and accidents.
The Hanoi Department of Construction also requested the Hanoi City Traffic Construction Investment Project Management Board to regularly inspect and review the infrastructure status and traffic organization plans on the route. In case of inadequacies or risks of unsafety, relevant units must promptly handle and adjust to suit the reality.
The Department of Transport Inspection is assigned to monitor and evaluate the traffic situation on the route and surrounding areas to advise on adjusting traffic organization plans when necessary. Hanoi Traffic Police Department arranges forces to divert traffic, guide traffic, strengthen patrols, handle violations of traffic safety and urban order; and flexibly operate the traffic light system at intersection 429 to limit congestion.
The People's Committees of Phuong Duc, Ung Hoa and Van Dinh communes are responsible for closely coordinating with functional forces in traffic regulation, handling the situation of encroachment on roads and sidewalks; promoting propaganda to people about traffic organization plans on the route, raising awareness of law compliance when participating in traffic.
