However, by the end of March 2026, the reality at the construction site showed that the project had a clear change. Many sections were asphalted flat, and overpasses gradually completed, ensuring smooth traffic.
About 1 month ago, the construction progress of National Highway 28B was even more concerned when Lien Khuong International Airport temporarily stopped operating (from March 4) for repairs, causing travel demand through this route to increase.
In his guiding role, Mr. Ho Van Muoi - Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province - directly inspected the construction site many times.
Thereby, promptly removing obstacles, especially in terms of land, in the period of the end of 2025 and early 2026 - the time when the project enters the final sprint.
Previously, in October 2025, Mr. Ho Van Muoi affirmed that the province will create all favorable conditions, and at the same time resolutely consider responsibility if progress continues to be slow, including proposing to replace the investor.
During the inspection in mid-March 2026, Chairman of the Provincial People's Committee Ho Van Muoi continued to request Luong Son commune to urgently complete the handover of the remaining site.
At the same time, direct Project Management Board 5 to mobilize maximum manpower and equipment, organize overtime construction, increase shifts, and be determined to complete it completely in April 2026.
Thanks to drastic directions, the project progress has changed significantly every day. Recorded at the end of March, the Km41 area was bustling with machinery constructing hot asphalt concrete paving.
This is the final section at the top of Dai Ninh pass that is being asphalted; elevated bridge item No. 4 is also entering the final completion phase.
Mr. Le Van Chung - Deputy Director of Project Management Board 5 - said that the unit is deploying many construction fronts with the highest urgency, determined to complete the entire asphalt concrete paving work in April.
For people, each asphalt road section is more convenient for travel. Mr. Nguyen Thanh Cong (living at the top of Dai Ninh pass) said that the construction progress changes every day, new road sections help traffic be safer and less difficult.
Currently, the project is still stuck with about 20m of land at the beginning of the route in Luong Son commune because 4 households have not agreed to receive compensation money.
According to Luong Son Commune People's Committee, the locality continues to propagate and mobilize; and at the same time develop a plan to protect construction and enforce if households do not comply with regulations.
The project to renovate and upgrade National Highway 28B has a total investment of more than 1,435 billion VND, about 68km long, invested by the Vietnam Road Administration and directly managed by Project Management Board 5.
