On January 21, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep and the working delegation inspected the actual progress of site clearance and construction of the project to renovate and upgrade National Highway 28B - a vital traffic route connecting Da Lat with Phan Thiet.

The project has a total investment of more than 1,435 billion VND, a length of about 68km, invested by the Vietnam Road Administration, Project Management Board 5 directly manages.
The project started in April 2024, is expected to be completed by the end of 2025 and the Ministry of Construction has extended the progress to the end of March 2026.
To date, site clearance work has achieved many positive results when localities have handed over about 67/68km, equivalent to 98.5% of the route length, an increase of 2.4km compared to the end of November 2025.

However, there are still about 1km of locally hindered land, mainly in Luong Son commune and some scattered sections related to about 20 households.
Regarding compensation and support, out of a total of 979 affected cases, 913 cases were approved plans, reaching more than 93%.
Some localities such as Song Luy and Phan Son communes have completed 100% of the approval and handover of land. In Ta Hine, Ninh Gia and Luong Son communes, there are still some cases of slow completion due to legal procedures or design adjustments.

Regarding construction, contractors are simultaneously deploying many items, having completed about 57km of crushed stone leveling and about 50km of asphalt concrete paving.
Although the volume increased compared to the end of 2025, the overall progress has not yet met the requirements because some contractors have not fully focused manpower, equipment and materials.
At the inspection at Ninh Gia Commune People's Committee, Vice Chairman of the Provincial People's Committee Vo Ngoc Hiep emphasized that the project must be completed on time for the extension, no later than March 31st.

Mr. Hiep requested the Provincial Land Fund Development Center and localities to urgently complete dossiers and pay compensation to people before January 31st; and at the same time requested investors and contractors to focus on accelerating construction and ensuring traffic safety during Tet.
Regarding the section of about 500m at the beginning of the route through Luong Son commune, the route direction must be adjusted, provincial leaders requested to complete compensation payment in January to hand over the site in early February, promptly deploy reinforcement and asphalt paving, determined to bring the project to completion on time.
In the context that Lien Khuong airport is expected to close for upgrades from March 4, completing National Highway 28B on schedule is of particular importance in ensuring traffic for people and tourists going up and down Da Lat," Mr. Hiep emphasized.
