Speaking at the meeting of the Government and localities on February 21, Chairman of the Hanoi People's Committee Tran Sy Thanh said that in order to achieve the growth target of 8% or more in 2025, the city will focus on implementing major projects to create development momentum for the region and area such as: Starting construction of three bridges across the Red River (Tu Lien, Thuong Cat, Tran Hung Dao) and urban railway project No. 5 (Van Cao - Hoa Lac).

The investment project to build Tu Lien Bridge and the road at both ends of the bridge from the intersection with Nghi Tam Street to the intersection with Truong Sa Street with a total length of about 5.15km. The starting point connects with Nghi Tam Street, Tay Ho District, the end point passes through the intersection with Truong Sa Street.
Tu Lien main bridge across the Red River is 1km long, 43m wide (including the cable-stayed arrangement). The Duong River overpass is about 0.3km long and 44m wide. The current Duong left dike overpass is about 0.08km long and 35m wide. The approach bridge to the West of Ho and Long Bien is about 1.4km long with a width ranging from 27.5m - 44m. The Dong Anh approach bridge (exceeding the planned TC13 axis) is about 0.4km long and 35m wide.
At the same time, an underpass will be built with 4 lanes for motor vehicles and 2 lanes for non-motor vehicles with a width of 24.5m on Tu Lien Street, with a total tunnel length of about 1.265km.
The total preliminary investment of the project is VND 20,171 billion. The project will be implemented in the period of 2025 - 2027.

The Tran Hung Dao Bridge construction investment project has a total length of about 5.6km. The starting point is at the Tran Hung Dao - Tran Thanh Tong intersection in Hoan Kiem district. The end point connects with Vu Duc Than street, Long Bien district.
The approach roads at both ends of the investment bridge have a cross-section of 30m, a total length of about 2.25km (about 0.25km in the city center, about 2.0km in Long Bien).
The main bridge across the Red River has a arch bridge structure including 6 spans with a cross-section of about 43m, ensuring 6 lanes for motor vehicles. The approach bridge uses a box girder structure with a typical span length of about 40m-45m, with a scale of 6 lanes for motor vehicles.
At the same time, a direct underpass will be built at the intersection with Nguyen Van Linh Street/Hanoi - Hai Phong Railway with a scale of 4 lanes, about 19.5m wide, a total length of about 650m with a closed tunnel length of about 150m.
Complete investment in construction at 4 intersections: Different level intersection with Tran Khanh Du and Nguyen Khoi streets; intersection with Ta Hong dyke road (Long Bien - Xuan Quan road) and Co Linh road; equal intersection with Nguyen Son road; different level intersection with Nguyen Van Linh road/Hanoi - Hai Phong railway.
The project implementation period is from 2025 to 2027. The total investment of the project is more than 15,967 billion VND.

The Thuong Cat Bridge project ( Ingredient 2, excluding site clearance) has a total length of the bridge and roads at both ends of the bridge of 5.226km, of which the main bridge length is 780m; the approach bridge to the North from Tu Liem and Dong Anh is 3.125km long; the road at both ends of the bridge is 1.321km long; the total estimated investment is more than 7,300 billion VND.
Thuong Cat Bridge is designed with 8 lanes (6 lanes for motor vehicles and 2 rudimentary lanes), the width of the main bridge is 35m, the approach bridge is 31m; the southern approach road has a typical cross-section of 60m, (6 lanes for motor vehicles, 2 rudimentary lanes on the main route, and 2 parallel roads). The North approach road has a typical cross-section of 50m (4 lanes for motor vehicles, 2 parallel roads).
According to the plan, the location has been approved by the Hanoi People's Committee, the starting point of the project is located at the intersection with Ky Vu Street, Thuong Cat Ward, Bac Tu Liem District. The end point is at the intersection with Road 23B, in Dai Mach commune, Dong Anh district.
