Construction is on hold
Component project 1 - Coastal road under the Coastal road and Nhat Le bridge 3 project invested by the Department of Transport of Quang Binh province, with a total investment of nearly 2,200 billion VND, started construction on January 24, 2022 with 3 sections with a total length of 80km.
Up to now, the work of approving the plan and paying compensation for site clearance has been 71.32/80km (reaching 89.2%), of which the scope of construction site handover is 70.2/80km (reaching 87.8%). However, the construction work on the route has been interrupted and discontinuous, causing difficulties in the implementation of construction by contractors, affecting the progress.
The Department of Transport of Quang Binh province has just coordinated with the Party Committee and People's Committee of Ba Don town to inspect the site of the Coastal Road project passing through Ba Don town.
The coastal road project section passing through Ba Don town has a length of 11.7km. Up to now, the locality has handed over 99.7% of the cleared land to the investor to start construction with a length of 11.67km/11.7km. Currently, the only remaining problem is the 30m land area at a household in Quang Phuc ward because the procedures for arranging scattered resettlement land are being carried out.
Regarding the remaining compensation-related procedures, Ba Don town assigned the Town Land Fund Development and Investment Project Management Board to complete, approve, and resolve the affected households, helping them to soon have a stable life and basically return to normal life, handing over 100% of the clean site to the investor before December 15, 2024.
Speed up site clearance
Mr. Nguyen Ngoc Quy - Director of the Project Management Board for Investment and Construction of Traffic Works in Quang Binh province - said that the main causes of difficulties in site clearance are mainly related to assets created on forest land, resettlement, compensation for aquaculture farms, relocation of tombs, etc.
Le Thuy district still has 114 households that have not approved the site clearance plan, greatly affecting the construction site which is not continuous and interrupted; Bo Trach district has 22 households and 2 organizations that have not approved (calculated according to the route length of 0.7km); Quang Trach has 15 households. Dong Hoi city has handed over 3.95/6km of site, reaching 66.2%. Calculated by the number of households, it is 3/7, reaching 42.85%; the remaining 4 households and organizations in Bao Ninh commune are related to compensation for aquaculture farms and livestock farms.
The Department of Transport informed that the unit has also made proposals and recommendations to urgently carry out site clearance work for all levels, sectors and districts to implement.
The District People's Committee urgently established a Price Appraisal Council to determine the prices of assets of materials, machinery and equipment serving agriculture and aquaculture according to the guidance of the Department of Finance.
Regarding resettlement work, Le Thuy district directed to speed up the progress of implementing the resettlement area in Ngu Thuy commune; Bo Trach district urgently approved the detailed planning of the resettlement area in Dong Trach commune and implemented the following procedures; Quang Trach district accelerated the construction progress to quickly complete it.
