The Ho Chi Minh City People's Committee has just issued a document requesting relevant agencies to implement many solutions to ensure traffic safety and order, and reduce traffic congestion in the area.
The Department of Transport (DOT) was assigned to urgently review and handle shortcomings in traffic organization. In particular, it is necessary to quickly fix problems related to traffic lights, sign systems, and directional signs to ensure compliance with the actual situation.
One of the key solutions is to review, open right-turn lanes or arrange continuous right-turn, left-turn or straight-through lanes for some or all vehicles participating in traffic in some areas to ensure safety and suitability.
The Department of Transport was also assigned to coordinate with the Ho Chi Minh City Police to adjust traffic light durations, resolving the situation of vehicles having to stop and wait for red lights for long periods at busy intersections.
In addition, the addition of traffic lights allowing right turns, left turns or going straight when the light is red is also being studied and implemented at suitable locations. However, the City People's Committee requires the development of criteria and agreement with the Ho Chi Minh City Police on the installation location to ensure consistency and safety.
Traffic light installation needs to be continuously monitored and evaluated after implementation to avoid creating a habit of not complying with traffic laws, causing unsafe conditions for pedestrians and people with disabilities when crossing the road.
At qualified intersections, vehicles may be allowed to make continuous right turns to minimize congestion.
The Ho Chi Minh City People's Committee requested the Department of Transport to closely coordinate with the Ho Chi Minh City Police in the management, maintenance and operation of the traffic light system. Data from this system also needs to be shared to support the management and handling of violations.
At the same time, the city continues to implement the Project to enhance public passenger transport combined with controlling private vehicles. In particular, focusing on improving the quality of buses and the operation and exploitation of the public transport system, in order to reduce traffic pressure in crowded areas.
Ho Chi Minh City Police were assigned to direct the Traffic Police force to coordinate with localities to regulate traffic in areas where congestion often occurs, especially during rush hour and Tet.
In addition to increasing patrols and controls, the authorities will strictly handle violations. However, the punishment process must be "reasonable and reasonable", combined with clear explanations so that people understand and comply with the regulations.

The Youth Volunteer Force and militia were also mobilized to support traffic regulation in key areas, while participating in propaganda and instructing people to comply with traffic laws.
