In the context of the country entering a new stage of development with the requirement of high, sustainable growth and proactive adaptation to complex fluctuations in the global economy, politics and energy, ensuring national energy security is a key task. In particular, Vietnam must simultaneously implement the goal of ensuring energy security and commitments to reduce greenhouse gas emissions according to COP26, in line with the energy transition trend.
According to Dr. Can Van Luc - Chief Economist of BIDV, Member of the Prime Minister's Policy Advisory Council, Vietnam's energy development needs in the coming decades will continue to increase strongly. This goes hand in hand with the process of high-speed industrialization and urbanization and the transformation of the growth model towards modernity.
Citing forecast data, Dr. Can Van Luc said that the growth rate of electricity demand in the period 2021-2025 reached about 8% per year. However, entering the period 2026-2030, this figure is expected to skyrocket to 10-12% per year, before maintaining at 7-7.5% in the period 2030-2035.
According to Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan, in the past time, the Ministry of Industry and Trade has focused highly on directing and leading the completion of institutions and policies, promoting the implementation of key projects to synchronously and comprehensively develop the policy framework and energy infrastructure.
The Ministry has advised on building Resolution No. 70 of the Politburo on ensuring national energy security to 2030, vision to 2045 and Resolution No. 328/NQ-CP of the Government promulgating the Government's Action Program to implement Resolution No. 70 of the Politburo; completing the Electricity Law 2024 and decrees and circulars guiding implementation; Researching and proposing mechanisms and policies to implement Resolutions of the Politburo, the National Assembly and the Government on energy development and ensuring energy security... To date, our country's power source and network system has reached the leading scale in ASEAN.
Notably, Deputy Minister Tan said that in 2025, the Ministry advised the Government to submit to the National Assembly for promulgation and organization of the implementation of many important legal documents, especially the National Assembly's Resolution on mechanisms and policies for energy development in the period 2026-2030.
The promulgation of the Resolution is a suitable and practical step to concretize Resolution 70 of the Politburo on national energy development. These are major strategic orientations, creating a strong enough policy framework to remove prolonged bottlenecks, while opening up new development space for the energy industry in the coming period.
With the highest goal of ensuring national energy security, meeting the requirements of double-digit growth in the coming period, the Ministry of Industry and Trade determines to focus on prioritizing the task of ensuring national energy security associated with energy transition, gradually forming a modern, safe, and sustainable energy ecosystem, meeting the long-term development needs of the country. Of course, this process needs to be implemented in accordance with the practical conditions, structure and economic development roadmap of Vietnam" - Deputy Minister Tan emphasized.
