The People's Committee of Bac Ninh province has just sent an official dispatch to the Provincial Industrial Park Management Board regarding the opinion of the Ministry of Public Security on the investment policy for a number of projects to invest in the construction and business of industrial park infrastructure.
Accordingly, the Department of Economic Security, Ministry of Public Security issued an official dispatch dated June 30, 2025 on giving opinions on the dossier of the investment project to build and operate technical infrastructure of the expanded Hoa Phu Industrial Park and the official dispatch dated July 9, 2025 on giving opinions on the dossier of the investment project to build and operate technical infrastructure of the Minh Duc - Thuong Lan - Ngoc Thien Industrial Park Phase 1.
The Chairman of the People's Committee of Bac Ninh province assigned the Industrial Park Management Board to receive the opinions of the Ministry of Public Security in the above official dispatches and complete the investment policy documents according to regulations.
According to the reporter's investigation, the Hoa Phu Industrial Park Infrastructure Investment, Construction and Business Project Phase 1 has a scale of 85 hectares located in Bac Ninh province.
The investor is Hoa Phu Invest Company Limited. The project's investment capital is 1,093 billion VND, of which the investor's contributed capital is 166 billion VND, mobilized capital is 927 billion VND.
The project's operation period is from the date the project is approved for investment policy (May 27, 2022) to May 19, 2066.
Minh Duc - Shanghai - Ngoc Thien Industrial Park was approved by the People's Committee of Bac Giang province (old) for the 1/2000 scale construction zoning plan on April 22, 2025.
The scale of the planned research area is about 199.74ha. In which: industrial land area is 196.11ha; people's cemetery land area: is 3.63ha. The labor force in the planning area is about 20,000 people.
After the merger, Bac Ninh has about 30 industrial parks with a total area of up to thousands of hectares. Bac Ninh's economic scale (GRDP) ranks 5th in the country.
Industrial parks in Bac Ninh strongly attract investment capital, especially FDI capital.
According to the People's Committee of Bac Ninh province, in the first 6 months of 2025, the whole province of Bac Ninh has attracted more than 12 billion USD in converted investment capital. In terms of FDI attraction alone, Bac Ninh province ranks second nationwide, after Hanoi city.
