Ho Chi Minh City Party Secretary finalizes 3 major goals to be completed in 2026

Ho Chi Minh City - Double-digit economic growth, budget revenue reaching 1 million billion VND and disbursement of 100% of public investment capital are 3 goals Ho Chi Minh City must complete in 2026.

On July 6, the Executive Committee of the Ho Chi Minh City Party Committee, term I, 2025 - 2030, held the 7th (expanded) Conference, assessing the socio-economic situation in the first 6 months of the year and proposing key tasks and solutions for the last 6 months of the year.

According to the report at the conference, gross regional domestic product (GRDP) in the first 6 months of the year increased by 8.55% compared to the same period.

The city attracted more than 7.5 billion USD of foreign direct investment (FDI), an increase of 89.68% compared to the same period.

State budget revenue reached 477,173 billion VND, equal to 59.4% of the estimate. Regarding public investment, Ho Chi Minh City disbursed 51,637 billion VND (reaching 35%) out of a total capital of about 147,599 billion VND assigned by the Prime Minister.

Speaking to direct at the conference, Politburo Member, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang requested the entire political system to focus highly on completing three key goals in the last 6 months of 2026, including: Double-digit economic growth, budget revenue reaching 1 million billion VND and disbursement of 100% of public investment capital.

Mr. Tran Luu Quang said that to achieve the goal, Ho Chi Minh City must achieve a growth rate of about 11% in the third quarter and at least 11.8% in the fourth quarter.

Ho Chi Minh City Party Secretary requested the entire political system to focus on immediately implementing the proposed solutions, and at the same time drastically implement key task groups.

In which, Mr. Tran Luu Quang requested that each official, especially members of the City Party Committee Executive Committee, must perform their duties according to the principle of "clear people, clear responsibilities, clear goals, clear deadlines".

Immediately after the conference, the Standing Committee and the Standing Board of the City Party Committee will review and complete the work performance evaluation index (KPI) system for application throughout the city.

According to Mr. Tran Luu Quang, building KPI is a general policy of the Central Government, but Ho Chi Minh City will design a set of criteria suitable to the actual conditions in the initial stage to facilitate the implementation process.

For cadres under central management, the model of the Central Organization Committee will continue to be applied. The city's cadre team will use a simpler evaluation model to avoid creating too much pressure in the early stages. From 2027, the KPI system will be gradually completed.

Another key task is to urgently complete the dossier of the Draft Law on Special Urban Areas, ensuring quality, progress and feasibility to submit to the National Assembly for consideration and approval at the expected August 2026 session; and at the same time prepare all conditions for immediate implementation after the Law is promulgated.

Regarding public investment, Mr. Tran Luu Quang assessed that the operational efficiency of project management boards is still limited. According to him, if any unit operates ineffectively, it is necessary to boldly reorganize it.

Ho Chi Minh City Party Secretary assigned the Party Committee of Ho Chi Minh City People's Committee to study a plan to arrange and merge project management boards when necessary, and at the same time consider converting a part of the public investment project to a suitable investment form to accelerate the implementation progress.

The Ho Chi Minh City Party Committee agreed to merge the Ho Chi Minh City Institute for Development Studies and Ly Tu Trong School into the Ho Chi Minh City Academy of Cadres.

Ho Chi Minh City Academy of Cadres will be reorganized from the existing 21 units of three agencies to 10 units, including: 3 departments, 3 faculties, 1 institute, 2 centers and 1 school directly under Ho Chi Minh City Academy of Cadres.
