On April 7, Chairman of Phu Tho Provincial People's Committee Tran Duy Dong chaired a conference to listen to departments and branches report on some contents related to the implementation of public investment projects in the province.
According to the report of the Department of Finance, the total outstanding amount of advances up to March 31st that has not been recovered and managed by the locality is 12,213.357 billion VND, of which projects in the Phu Tho area are 874.588 billion VND; in the Vinh Phuc area are 3,231.122 billion VND; in the Hoa Binh area are 8,107.677 billion VND.
As of March 31, the total amount of capital disbursed in the province was 2,733.74 billion VND, reaching 12.5% of the total planned capital allocated, reaching 13.7% compared to the plan assigned by the Prime Minister.
Regarding provincial-level capital disbursement, the total detailed allocated capital plan for provincial-level projects is 4,835.46 billion VND; by March 31, disbursement had reached a rate of 10% compared to the allocated capital plan.
At the conference, leaders of the Project Management Boards raised objective difficulties leading to slow progress of projects: issues of waste dumping, lack of embankment; compensation for site clearance and resettlement; the decentralization and delegation of power to implement procedures for resettlement projects is still inadequate. Localities lack proactiveness in site clearance work...
After listening to the opinions of departments, branches, and related units, Chairman of the Provincial People's Committee Tran Duy Dong requested the Heads of Project Management Boards in 3 areas to be primarily responsible for the disbursement results of public investment capital.
The Chairman of Phu Tho Provincial People's Committee emphasized that the disbursement of projects must be ensured according to specific time milestones; and there must be a clear assignment of responsibilities to each official, especially the positions of Deputy Directors of the Project Management Board.
For officials who work ineffectively, cause internal disunity or have limited capacity, it is necessary to consider, transfer or handle them according to regulations, and do not accept stagnation in the apparatus.
Mr. Dong proposed to improve the quality of investment preparation, from preparing dossiers to selecting consulting units; public investment projects will be put into green channels to shorten procedure implementation time by 50%. The goal is that by June 30, public investment capital disbursement must reach 50% of the 2026 plan.
At the same time, assign the Department of Finance to take the lead in monitoring and urging disbursement; review cutting/transferring capital for slow-progress projects; publicize the monthly disbursement rate.
The Department of Construction and the Department of Finance coordinate in appraising, guiding planning and handling problems related to raw material prices.
Relevant departments and sectors coordinate with the Project Management Board of 3 areas to remove difficulties in the spirit of "clear people, clear tasks, clear responsibilities, clear progress".
