Restructuring the customs system: Reducing more than 53% of units
According to the new regulations, the Customs Department system will be organized at 3 levels, including:
The Customs Department - a high-level agency under the Ministry of Finance.
Regional Customs Branch - replacing the current 35 Provincial and Municipal Customs Departments, reduced to 20 units.
Border Gate Customs/outside Border Gate - replacing the current Customs Branches, with a maximum of 165 units.
The restructuring of the apparatus helps reduce 485 units out of the total of 902 units currently, equivalent to a reduction of 53.77%.
Restructuring the Customs Department: 12 new units
Instead of the previous 16 Departments and Departments, the Customs Department will have 12 affiliated units, including:
Office
Legal Committee
Personnel Organization Committee
Inspection - Examination Board
Finance - Management Board
Customs Supervision and Management Board
Customs Tax Professional Committee
Risk Management Board
Information Technology and Customs Statistics Department
Customs Inspection Department
Anti-smuggling Investigation Department
Post-clearance Inspection Department
The above units will continue to maintain their current functions and tasks, while receiving additional tasks from the merged units. Some units such as the Office, the Anti-smuggling Investigation Department, the Post-clearance Inspection Department... are maintained as legal entities, seals and accounts at the State Treasury.
Regional Customs Branch is streamlined to 20 units
According to the new model, 35 provincial and municipal Customs Departments will be reorganized into 20 regional Customs Branches, numbered from I to XX. These units have legal status, their own seal and account at the State Treasury.
The structure of each Regional Customs Branch is streamlined, maintaining only a maximum of 8 affiliated units ( Office, Department, Team).
Border Gate/outside Border Gate Customs: No more than 165 units
The Customs Branch system at the border gate will be reorganized into the Customs Branch at the border gate/outside the border gate, inheriting the tasks of the current Customs Branches. The total number of units does not exceed 165.
Ensuring uninterrupted customs clearance activities
Although the customs apparatus has changed significantly, the Customs Department affirmed that all import-export procedures are still carried out normally. The previous customs procedure location codes are still maintained to ensure uninterrupted customs clearance of goods.
Currently, the Customs Department is continuing to perfect the regulations on the functions, tasks, and powers of each level in the system, and submitting them to competent authorities for approval.
The restructuring of the customs system is expected to help streamline the system, improve management efficiency, and modernize the supervision and customs clearance of goods in the coming time.
