On July 3, 2025, the Customs Department issued Official Letter 12252/CHQ-GSQL on customs procedures when changing addresses according to the administrative unit arrangement plan. The rearrangement of provincial and commune-level administrative units has been effective since July 1, 2025.
To ensure the smooth implementation of customs procedures for exported, imported and transited goods; means of transport for exit, entry and transit, the Customs Department guides units to implement as follows:
1) Regarding the change of address according to the plan to rearrange administrative units at the provincial and commune levels:
While completing the procedure to change addresses, customs declarants are allowed to use documents in the customs records with address information according to administrative units before the rearrangement period at the provincial and commune levels to carry out administrative procedures in the customs sector (for example: Business registration, commercial invoices, shipments, contracts, packaging forms, certificates of origin, specialized inspection papers, licenses, etc.).
When checking the documents, the customs authority accepts documents with addresses according to administrative units before the rearrangement stage to resolve procedures, without requiring the customs declarant to submit/report documents according to the new address until the information change procedure is completed.
The customs declarant is responsible for carrying out procedures for changing information according to the plan to rearrange administrative units at the provincial and commune levels in accordance with the provisions of law and notifying the customs authority as prescribed in Point a, Clause 5, Article 6 of Circular 38/2015/TT-BTC dated March 25, 2015 of the Ministry of Finance.
2) The Head of the Regional Customs Sub-Department is responsible for: Directing the units under and directly under the dissemination to each civil servant in the unit to carry out customs procedures in accordance with regulations, not to let difficulties, troubles and harassment occur to enterprises.
3) The Department of Information Technology and Customs Statistics is responsible for:
Proactively review and update information on the Electronic Declaration System (VNACCS/VCIS, ECUS...) and other professional platforms of customs authorities to ensure compliance with the administrative unit rearrangement plan.
Coordinate with relevant agencies and port, warehouse and yards businesses to adjust information on systems related to the customs sector, ensuring data synchronization between units.
Timely support, receive, process, and update information on changes of customs declarants after completing the information change procedures.
