Enterprises worry that 164 tourist electric vehicles in Bai Chay are at risk of extinction

Quang Ninh - According to new regulations, from July 1, 2025, all types of tourist electric vehicles are only allowed to run on routes with "30km/h" speed signs.

In recent days, businesses with electric vehicles operating in Bai Chay Tourist Area have submitted a petition to departments, branches and sectors of Quang Ninh province to remove difficulties in the face of all electric vehicles serving tourism in Bai Chay having to stop operating according to new regulations.

However, according to the representative of the Department of Construction of Quang Ninh province, the departments have stepped in but it will be very difficult because the Traffic Law stipulates so, and it is impossible to place "30km/h" signs on the routes.

According to representatives of electric tourism vehicle trading companies in Bai Chay, since the People's Committee of Quang Ninh province allowed the pilot operation in 2015, up to now, Bai Chay alone has had 164 electric vehicles of 6 enterprises, with a total investment capital for both vehicles and electric charging systems of up to about 64 billion VND, creating direct jobs for about 250 people.

Mr. Le Thanh Cong - Director of Cong Thanh Investment Joint Stock Company - said that after many years of operation, the unit now has 36 electric vehicles, each worth about 300 million VND.

"If it had to stop operating, it would be considered a death anniversary because it was impossible to run anywhere, except in closed tourist areas. According to the new regulations, it is not possible to put up a 30km/h sign in Bai Chay because there are many other means of transportation" - Mr. Cong shared.

According to Mr. Do The Trung - Director of Nghia Quynh Company, 1 of 6 electric vehicle businesses in Bai Chay - most electric vehicles in Bai Chay are placed at a maximum speed of 30km/h from the factory. Therefore, if the driver increases all the throttle, he cannot exceed 30km/h.

"Therefore, businesses are looking forward to the government and relevant agencies considering and recommending above to remove difficulties for businesses" - Mr. Trung said.

According to Mr. Trung, the electric vehicle model is very suitable and convenient for tourists to visit and explore Bai Chay, especially to serve tourists going swimming, because it can carry many people and tourists can go from the sea to the car to return to the hotel.

According to Article 24, Decree No. 165/2024/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, "From February 15, 2025, for 4-wheeled passenger vehicles with engines, only activities will be organized on routes with maximum operating speed signs of 30km/h".

Currently, Hanoi has applied this regulation, while for other provinces and cities that have electric vehicles in operation, no later than July 1, the competent units must comply with the new regulation that vehicles only operate on routes with speed limitations of 30km/h or less.

This is also the peak of the tourist season in Bai Chay.
