On December 11, the Hai Phong Economic Zone Management Board coordinated with the Foreign Investment Agency (Ministry of Finance) to organize a Conference on potential and investment opportunities in Hai Phong, in which it introduced in depth the city's Free Trade Zone (FTZ) under construction.
The conference was attended by nearly 150 delegates representing the leaders of Hai Phong City People's Committee, the Foreign Investment Agency (Ministry of Finance), leaders of the Economic Zone Management Board, departments, branches, sectors, diplomatic representative agencies of some countries in Vietnam, international business associations, economic experts, industrial park infrastructure development units, domestic and international enterprises...

According to Mr. Le Trung Kien - Vice Chairman of Hai Phong City People's Committee, the event aims to introduce Hai Phong in its current strong development, a number of specific mechanisms and policies for the development of Hai Phong City according to Resolution No. 226/2025/QH15 of the National Assembly, especially the establishment of a free trade zone and mechanisms and policies in the free trade zone.
With the third largest economy in the country, for 11 consecutive years, Hai Phong has always maintained a double-digit economic growth rate, ranking among the top in the country, the investment and business environment has continuously improved, becoming a reliable destination for domestic and foreign investors.
According to Vice Chairman of the City People's Committee Le Trung Kien, the establishment of the Hai Phong Free Trade Zone (FTZ) is not only a source of pride but also a great responsibility that the Central Government believes in entrusting to the city. This is the first FTZ model in the North, built on the world's successful experiences, combined with the practical and unique advantages of Hai Phong.
The free trade zone will create an open legal corridor for the most convenient movement of goods, helping businesses solve the problem of the global supply chain. Instead of relying only on tax incentives, Hai Phong City is committed to creating an investment environment with streamlined administrative procedures, investors' rights are guaranteed by outstanding policies approved by the National Assembly and the City People's Council. This is a commitment of the city government to always accompany and be ready for change to serve the development of businesses", Mr. Le Trung Kien emphasized.
Resolution No. 226/2025/QH15 is a "golden institutional framework" for Hai Phong to break through. Accordingly, the Ministry of Finance coordinates with the city to continue to improve the legal framework, specific and breakthrough mechanisms and policies, especially in the fields of tariffs, customs, finance, and international trade administration for FTZ with a synchronous and comprehensive ecosystem for sustainable development. FTZ Hai Phong is an unprecedented incentive, not only a new model but also a strategic direction to help enhance the role and position of Vietnam in general and Hai Phong City in particular in the regional and global value chain.
Mr. Pham Van Thep - Head of the Hai Phong Economic Zone Management Board - said that FTZ Hai Phong has a scale of 6,292 hectares, calculated by the city, arranged in 3 strategic locations, not adjacent, attached to Dinh Vu - Cat Hai Economic Zone and the Southern Coastal Economic Zone of Hai Phong. The allocation of FTZ location space is considered by Hai Phong city to make the most of the potential advantages of infrastructure, creating a flexible, efficient and highly adaptive FTZ.
At the conference, Mr. Nguyen Anh Tuan - Deputy Director of the Foreign Investment Agency (Ministry of Finance) - gave a speech mentioning 6 orientations to attract FDI in Vietnam in the coming time. Hai Phong is currently in the top 3 localities leading the country in FDI attraction, with a total accumulated capital of more than 50 billion USD, from 50 countries and territories. Those impressive results have proven that Hai Phong has become a modern industrial center - seaport, playing a pivotal role in developing banana supply in the Northern region, affirming the role of a growth locomotive.

The presentations of experts, associations and businesses at the event mentioned 3 important messages and 3 necessary requirements for sustainable development of FTZ. That is, Hai Phong needs to shift from " industrialization" to "internationalization of trade and logistics"; FTZ must become a part of the overall institutional reform and trade infrastructure of the country, associated with the ability to lead the entire Northern Coast region and the Lang Son - Hanoi - Hai Phong economic corridor...
